A Call for Legislative Support and Recognition for Persons with Autism

The Issue

Autism Spectrum Disorder (ASD) is a neurodevelopmental condition characterized by persistent challenges in communication, social interaction, and behavioral manifestations. Awareness towards autism has increased, and efforts have been made to promote inclusivity, protection, and recognition; however, in the Philippines, systemic support for individuals on the spectrum remains lacking, and they continue to be insufficiently acknowledged. 

Most Filipinos encounter individuals with autism in schools, workplaces, and communities, yet the majority remain undiagnosed due to cultural stigma, limited access to diagnostic and therapeutic assistance, and inadequate public education. This highlights how these individuals are overlooked in policymaking processes and left without the protection and recognition they need. Voices are unheard, their conditions are misunderstood, and their rights are widely neglected.

The Autism Society Philippines has emphasized that comprehensive laws explicitly dedicated to safeguarding their rights are almost nonexistent. Existing laws are primarily limited in scope to outdated proclamations and policies—many of these are rarely celebrated and implemented. As a result, we call for the enactment of proper legislation that would establish concrete protections and uphold the rights of persons on the spectrum. Such a law is not only about creating a more inclusive society but also about giving voice and visibility to a population that has often been unseen or unprotected.

As we take this first step of raising awareness about autism through the launch of our petition, we call for the unified support and collaborative efforts of everyone, from advocacy groups to various sectors of society—specifically within Barangay Caniogan—to amplify our voices and bring our initiative forward. This petition creates a pathway for Barangay Caniogan to actively raise awareness and engage the neighborhood, while calling for legislative support to ensure the effective implementation. We aim to further convey our message by leveraging media platforms to foster a better understanding of autism within different communities and build momentum for change. At the same time, we call on local leaders and councils, such as the Sangguniang Kabataan, to stand with us in raising this cause to legislators and government officials.

Ultimately, we ask for your support in helping us achieve the goal of this advocacy: the officiation of a policy that formally recognizes and upholds the rights of persons with autism, ensuring that inclusivity and equality in our society are truly experienced and not merely envisioned.
