Virgin Islands Mandatory Spay Neuter

Spay Neuter is the ONLY way to decrease pet overpopulation that results in deaths of unwanted and abandoned animals. After the hurricanes abandoned animals have increased as has the uncontrolled births of puppies and kittens, and that is in addition to owned animals which are surrendered after producing litter after litter of unwanted animals.
