To Disrupt Backyard Breeders And Puppy Mills: Take The Profits Away

SOLVING PUPPY MILLS, BACKYARD BREEDERS AND PUPPY SCAMS.

                          Q and A:

Q) Why don’t existing regulations work? 

A) Backyard breeders operate in secrecy, rarely disclosing their location and are also known to be notorious tax evaders. With deals frequently made in parking lots to  avoid detection, accountability and arrest it’s no wonder we haven’t been able to stop them! 

Puptax enforcement focuses (not exclusively) on the acceptance of “pets for sale” advertising.

Q) What is the potential recourse for unsuspecting buyers when something goes wrong?

A) When an unsuspecting consumer (victim) ends up with a puppy that’s not healthy, there is rarely any recourse. Often there are veterinary bills in the hundreds or thousands, these unforeseen and prohibitive costs often end in euthanasia.

Q) Why would this proposed regulation work?

A) In addition to tax, thorough registration is required in order to advertise. More importantly, it restricts accepting ads for the sale of animals on any website including Craigslist, Facebook or other types of media. 

Unlike backyard breeders who are known notorious lawbreakers, there is very little likelihood that legitimate websites would break laws that would subject them to large civil penalties.

Q) Why is the registration Requirement more important than the tax itself? 

A) The tax is certainly deterrent but much more importantly, registration requires complete transparency, including location information, proof of identity, veterinary references and express permission for animal control, zoning or law enforcement to inspect the facility or home where the pets are housed.

Q) Why would backyard breeders or puppy mills comply with these proposed regulations?

A) They won’t and that’s the good news! 

We expect very little (if any) compliance due to legitimate transparency requirements backyard breeders will find far too intrusive. The end result virtually all advertising for backyard breeder and puppy mill pets will cease to exist.

Q) What are the end results?

A) No tax and registration equal no ads. No ads equal no sales. No sales equal no profits making backyard breeding a burden on those that choose to breed.

Q) What is the possible impact on overpopulation?

A) The results could be an increase in pet adoptions at municipal facilities and or rescue organizations.

Q) Potentially what could the taxes be used for?

A) While it would be up to each Implementing authority, taxes as high as $500 per registration could either deter breeders or  fund animal lifesaving initiatives, improved animal control facilities and equipment.

 Let’s take the profits away from backyard breeders and puppy mills with a viable, enforceable solution.
