140 billion loan for Ukraine secured by Russian assets: Europe must act now

This is a critical moment. The surrender plan that Trump and Putin seek to impose threatens both Ukraine and the security of Europe. We, the citizens of Europe and Ukraine’s supporters around the world, call on you to immediately activate the €140 billion loan to Ukraine, secured by frozen Russian assets.

 

To the members of the European Council,

To the members of the European Commission,

 

The damage caused by Russia exceeds €500 billion. Yet, more than €200 billion of the Russian Central Bank's assets are frozen in Europe.

The aggressor must be made to pay!

The European Commission has proposed a legal and fair mechanism: using frozen Russian assets as collateral for a massive loan to Ukraine.

  • It is legal: international law authorises such countermeasures in response to aggression. This loan is merely an advance on due reparations.
  • It is fair: Russia must pay for its war, not European taxpayers.
  • It poses no systemic risk: contrary to some fears, this would in no way threaten the Eurozone's financial stability. Only the assets of an aggressor state condemned by the UN are affected – no legitimate investor has any reason to worry.
  • It is a debt-free loan for Ukraine: either Russia pays the reparations that redeem the loan, or it refuses and its frozen assets will be confiscated to ensure reimbursement.
  • It is urgent: without sufficient military resources, Ukraine cannot hold out.

The alternative? Disaster for Europe

The cost of inaction will be infinitely greater than the cost of this loan.

If Ukraine collapses due to lack of resources:

  • Millions of refugees will flood into Europe.
  • In occupied Ukraine, the population will continue to suffer Russian atrocities: rape, torture, arbitrary detention, deportation of children, forced Russification...
  • The conflict will spread to our borders.
  • Deprived of its most seasoned army, Europe would be alone and defenceless in the face of Russian imperialism.
  • All aggressors around the world will understand that violence pays.

Our request

We, the citizens of Europe and Ukraine’s supporters around the world, call on you, at the next European Council meeting on 18–19 December, to:

  1. Activate the €140 billion loan mechanism for Ukraine without delay.
  2. Pool risks at European level to reassure Belgium.
  3. Affirm Europe's strategic autonomy in the face of external pressures.

The motto of the European Union is ‘United in diversity’. It only makes sense if we stand together in the face of adversity.

It is now or never. History will judge us on this moment.
