パレスチナ・ガザ地区で10月13日、停戦の第一段階が実行に移されました。現地で医療・人道援助活動を行う国境なき医師団は、停戦を歓迎する一方で、今こそ即時かつ大規模な人道援助の拡大が必要だと訴えます。2023年10月7日以降、イスラエル軍による無差別で容赦ない攻撃によって6万7000人以上が殺害され、16万9000人以上が負傷しました。その一方で、ガザ地区内の医療機関の約94%が破壊され、医療物資の搬入も制限され、完全に機能している病院は皆無であり、特に専門医療は壊滅的な状況です。重症外傷のほか、先天性疾患、心疾患、腎不全、がん、その他の慢性疾患の患者も、必要な医療が受けられないまま、命の危機に直面しています。その中には、食糧の枯渇による栄養失調で、さらに治療が困難になる子どもたちもいます。

緊急にガザ地区外に搬送して治療を受ける必要がある患者の待機数は2025年8月時点で約1万5600人に上り、うち25%が子どもであり、少なくとも740人が搬送を待つ間に命を落としています。救えるはずの命が失われていくのを食い止めるために、国際社会は連携して、医療搬送を早急に拡大する必要があります。イスラエル政府に、命にかかわる医療搬送の迅速な手続きと承認を求めるとともに、各国は一人でも多くの患者に医療を提供するために門戸を開く必要があります。安全かつ基準が明確で公正な医療搬送システムを確立し、患者に家族の付き添いを認めることが重要です。また、患者と介護者の権利を尊重し、尊厳ある生活を送ることができる環境を整えること、治療後に、安全で、自発的な尊厳ある帰還の権利を確保することが求められます。

このような状況下、日本政府がガザ地区からの医療搬送のニーズを重く受け止め、2025年3月、患者の受け入れを開始されたことに、心より敬意を表します。私たちはその取り組みを強く支持するとともに、受け入れ件数のさらなる拡充を求めます。

加えて、パレスチナの隣国ではガザ地区からの多くの患者及び避難を余儀なくされている人びとを受け入れていますが、その規模が、保健医療セクターを含め、受け入れ能力を超えるような国も出てきています。日本政府には、ガザ地区からの患者を受け入れているこうした国々へのさらなる積極的な支援を求めます。

人道の理念と医の倫理に基づき、救えるはずの多くの命を救うために――日本からも多くの方の力を合わせ、政府による更なるご支援を求めてまいりたく、ご賛同のほど、切にお願い申し上げます。

Title: Urgent Appeal to Expand Medical Evacuations for Those in Critical Need of Life-Saving Treatment in Gaza, Palestine

Petition Target: Government of Japan

Petition Overview:

The first phase of the ceasefire in the Gaza Strip, Palestine, has been implemented since October 13. Médecins Sans Frontières (MSF), which provides medical and humanitarian aid on the ground, welcomes the ceasefire but emphasizes that now is the time for an immediate and large-scale expansion of humanitarian assistance.

Since October 7, 2023, indiscriminate and relentless attacks by the Israeli military have killed more than 67,000 people and injured over 169,000.

Meanwhile, approximately 94% of hospitals in Gaza have been damaged or destroyed, and the delivery of medical supplies has been severely restricted. No hospital is currently fully operational, and specialized medical care is virtually nonexistent. Patients suffering from severe trauma, congenital anomalies, cardiovascular disease, renal failure, cancer, and other chronic conditions are facing life-threatening situations without access to essential treatment. Among them are children whose malnutrition—caused by food shortages—further complicates their ability to receive care.

As of August 2025, around 15,600 patients urgently require medical evacuation outside Gaza, 25% of whom are children and tragically, at least 740 have lost their lives while waiting. To prevent further loss of lives that could be saved, the international community must act without delay and in close collaboration to scale up on the medical evacuations for those who are in urgent need of further medical attention. We call on the Israeli government to expedite and approve life-saving medical transfers and urge countries around the world to open their doors to provide care. Moreover, we call for a transparent and consistent medical evacuation system that allows patients to be accompanied by family members or caregivers, call for safe passage and their right to a safe, voluntary, and dignified return after receiving care.

We deeply commend the Government of Japan for recognizing the urgent need for medical evacuations from Gaza and in accepting some patients in March 2025. We strongly support this initiative and call for an expansion in the number of patients accepted.

We recognize the generous efforts of neighboring countries of Palestine that are hosting large numbers of patients and displaced individuals from Gaza, despite the immense pressure this place on their systems and resources – including in the health sector. In light of these challenges, we respectfully call on the Government of Japan to further enhance their support to help ensure broader and equitable access to medical care for those in need.

Guided by humanitarian principles and medical ethics, we appeal for greater efforts from the Japanese government and the collective support of people across Japan to help save lives that can still be saved.
