  • 立刻停止干涉課程教授的學術權力,特別是對學生進行評價的權力;
  • 立刻停止A等級在一門課程中的比例限制;

  • 香港的大專院校特別是香港大學、香港中文大學、香港科技大學及其內地合作辦學機構在世界同等水平院校中給分制度顯著地更加嚴格。同樣水平的學生在其他同層次院校可以明顯取得更好的成績;
  • 香港多數院校限制A比例不超過10%,A與A-的比例不超過25%。同等層次的院校中多數無給分限制。如有,亦不會有如此嚴格之要求;
  • 某些課程中甚至全班無一人取得A;
  • 多次出現教務處以某一課程A或A-比例過高為由要求教授重新對學生進行評估;

  • 清華大學於2019年5月20日進行GPA改革方案,指出“對學生學業水平的評價是教師的學術權力,教務部門尊重教師的學術判斷,不在成績評定工作中設置指導性的優秀率指標”;
  • 復旦大學於2024年6月6日發表本科生成績記載規定,僅限制A和A+比例不得超過30%,並不限制A-的比例;

  • 過低的給分削弱學生在世界學術界的競爭力。這亦影響大學自身的學術影響力;
  • 導致學生成績顯著低於同水平學生在其他大學的成績。這亦代表大學認為其教學及學生質量低於世界同等層次的院校。故這樣的評分制度無法展現學生的學術能力;

  • 大學應該注重於提升教學質量,提升學生的整體成績,而非限制給分;
  • 大學必須立刻停止不合理的學業評價政策,成立改革小組,並提出新的評估方案;

  • 立刻停止干涉课程教授的学术权力,特别是对学生进行评价的权力;
  • 立刻停止A等级在一门课程中的比例限制;

  • 香港的大专院校特别是香港大学、香港中文大学、香港科技大学及其内地合作办学机构在世界同等水平院校中给分制度显著地更加严格。同样水平的学生在其他同层次院校可以明显取得更好的成绩;
  • 香港多数院校限制A比例不超过10%,A与A-的比例不超过25%。同等层次的院校中多数无给分限制。如有,亦不会有如此严格之要求;
  • 某些课程中甚至全班无一人取得A;
  • 多次出现教务处以某一课程A或A-比例过高为由要求教授重新对学生进行评估;

  • 清华大学于2019年5月20日进行GPA改革方案,指出“对学生学业水平的评价是教师的学术权力,教务部门尊重教师的学术判断,不在成绩评定工作中设置指导性的优秀率指标”;
  • 复旦大学于2024年6月6日发表本科生成绩记载规定,仅限制A和A+比例不得超过30%,并不限制A-的比例;

  • 过低的给分削弱学生在世界学术界的竞争力。这亦影响大学自身的学术影响力;
  • 导致学生成绩显著低于同水平学生在其他大学的成绩。这亦代表大学认为其教学及学生质量低于世界同等层次的院校。故这样的评分制度无法展现学生的学术能力;

  • 大学应该注重于提升教学质量,提升学生的整体成绩,而非限制给分;
  • 大学必须立刻停止不合理的学业评价政策,成立改革小组,并提出新的评估方案;

Petition to Stop Unfair Academic Evaluation Systems in Hong Kong Universities

We, as students, faculty, and affiliates of Hong Kong higher education institutions and their Mainland joint programs, demand that university administrations immediately halt unreasonable academic evaluation policies.

We urge the Universities to

  • Stop interfering with professors’ academic autonomy, particularly in grading students.
  • Abolish restrictions on the percentage of A grades in courses.
  • Review and rectify past cases where students were unfairly affected by these policies.

We are concerned that

  • Universities in Hong Kong, especially HKU, CUHK, HKUST, and their Mainland joint programs, enforce stricter grading policies than their global counterparts. Students of the same caliber achieve significantly better grades at peer institutions.
  • Most Hong Kong universities cap A grades at 10% and A & A- grades at 25%, whereas equivalent institutions either have no such restrictions or are far more lenient.
  • Some courses even have no students receiving an A grade.
  • There have been multiple cases where university administrations forced professors to reassess students’ grades simply because the proportion of A/A- was deemed too high.
  • Less than 10% of students in Hong Kong universities achieve a GPA above 3.7, significantly lower than international norms.

We note that

  • Tsinghua University’s 2019 GPA reform stated that “evaluation of student academic performance is an academic right of professors, and the administration respects this judgment without imposing restrictive grade distribution quotas.”
  • Fudan University’s 2024 grading policy allows up to 30% of students to receive an A or A+ without restrictions on A-.
  • The median GPA of U.S. universities reached 3.28 in 2020, marking a 21.5% increase over the past 30 years.

Unfair evaluation policies lead to

  • Restricting grades weakens students' competitiveness in the global academic and job market, ultimately harming the university’s reputation.
  • Such policies suggest that universities believe their teaching and student quality are inferior to peer institutions.
  • This system unnecessarily increases student stress, fosters unhealthy competition, and damages well-being.

Therefore,

  • Universities should focus on improving teaching quality and student performance rather than limiting grades.
  • Universities must immediately halt unreasonable grading policies, establish a reform task force, and propose a fair evaluation system.
  • Universities must respect professors’ academic rights and cease interfering in grading decisions.

We invite all those who care about academic fairness and student success to sign this petition and advocate for a better future in Hong Kong’s higher education system. Students and scholars are the most crucial part of any university, and we hope this petition will encourage more voices to push for meaningful change in Hong Kong’s academic system.

Responses to Common Concerns

Concern 1: Strict grading motivates students to achieve higher academic performance.

Response: If universities genuinely wish to enhance students’ learning outcomes, they should focus on improving teaching quality and fostering students’ overall academic development rather than imposing rigid grading restrictions. Strict grading does not reflect teaching quality and only hampers students’ competitiveness after graduation.

Concern 2: Adjusting the grading system is unfair to students who have already completed their courses.

Response: Based on the experiences of top universities such as Fudan University, institutions should retroactively review past student records and adjust unfair grading practices to ensure fairness when revising grading policies.

Concern 3: Not enough students in a course deserve an A or A-.

Response: If no students in a class qualify for an A or A-, this may indicate issues with the course’s teaching quality or design. This concern does not justify rigid grading restrictions but rather highlights potential flaws in curriculum development or university admission standards.
