いよいよ6/1から動物愛護法改正により、数値規制（飼養管理基準の厳格化）が施行されます。
行政も厳しく対応出来るようになる為、本案件に対する大きな変化を期待しております。
先日、元衆議院議員で、真の動物愛護を訴える串田誠一先生と、直接お会いしてお話が出来る機会を設けて頂きました。
立ち入り検査に関して、やはりアポありは無意味、とのご意見を頂きました。
そして何より、行政を動かす為にも、一般市民や関係者が動くのが重要だ、との事です。
動物愛護法の中に既に盛り込まれている条項に、動物虐待の厳罰化が有ります。
動物虐待とは、暴力や外傷をともなう行為だけではなく、きちんと食事を与えなかったり、病気を放置したりする事も含まれます。
当該猫舎では、医療にかけず、独自の判断で間違った投薬をして猫を死なせたり、治療の必要が無いという勝手な判断により、猫舎内でたくさんの猫を遺棄していたようです。
遺棄専用の部屋には、目も当てられないような酷い状態の子達が、真夏にエアコンも無く、湿度も高い劣悪な環境に放置されていました。
それに対し、繁殖屋は、何もしていなかった訳ではない、手を尽くしてもダメな子はいる、と述べていました。
動物は、人が世話をしないと生きていけません。
飼い主がどのような状況にあっても、必ず適正に面倒をみなければなりません。
飼い主の都合で放置すれば、全て虐待に値する可能性があります。
更に、当該猫舎が崩壊し、保護団体がレスキューに入ったのは、実は、今回で2周目という事実も分かりました。
前回の数年前のレスキューから改善されず、今に至るという事でしょう。
何年も前から、被害者は、保健所や警察に報告・連絡・相談してきました。
具体的な対応が非常に遅れている為に、被害はどんどん膨らんでいきました。
犠牲になった猫ちゃんの数は、悠に3桁を超えています。
なのに、当該繁殖屋の取扱業は、未だ有効なまま、決定的な動きは見えません。
何か大きなチカラが働いているのでしょうか。
このような事が許されている事自体、日本はペット後進国と、諸外国から後ろ指をさされる所以ではないでしょうか。
