東京藝術大学 日比野克彦 学長

私たちは東京藝術大学に、イスラエルの国立美術学校、ベツァルエル美術デザインアカデミーとの国際交流協定の打ち切りを求めます。

イスラエルのベツァルエル美術デザインアカデミーは2023年10月9日、イスラエル軍がパレスチナ被占領地ガザ地区への侵攻に備える増派のため予備役36万人に大量動員をかけた際、軍服や装備品の大量不足を補う目的で、関係者の主導により臨時の縫製作業所を構内に設置。特に同月中旬からは朝8時から夜21時まで約80人のボランティアを働かせて、スタイリッシュかつ機能的な軍服や装備を生産していました。

イスラエル軍がガザ地区で23年10月から続けているパレスチナ人大虐殺は、極めて深刻な人道危機であると国際的に認識されています。特に重要なのは、24年1月に国際司法裁判所でイスラエルに発せられたジェノサイド防止と人道支援のための仮保全措置命令、3月に国連安全保障理事会で可決されたラマダン期間中の即時停戦を求める決議、そして5月24日に国際司法裁判所でイスラエルへ発せられたガザ地区南部ラファの軍事活動即時停止の命令です。国際法上の拘束力があるこれらすべてを、イスラエルは無視してなおも虐殺を続けています。

ベツァルエル美術デザインアカデミーがイスラエル軍によるこの大虐殺のため、いわば美と機能性の融合によって加担したことは許しがたい暴挙です。大学ウェブサイトをみると10月7日以降も構内での表現の自由をうたってはいますが、しかしこのような臨戦的な作業所を構内に設置した以上は実質的に虐殺に反対する声を抑圧することになるのは誰でも容易に想像できます。【24年5月30日追記ここから】イスラエル軍の現役兵と予備役兵がいつでも構内に立ち入ることが許されていた以上、この抑圧はなおさら強いはずです。実際、Internet Archiveのキャッシュによると、少なくとも23年11月1日から24年5月15日まで、現役兵および予備役を対象とした、軍服と装備品の駆け込みリペアサービスが、ジュエリー＆ファッション学科およびインダストリアルデザイン学科の名のもとに実施されていました。【24年5月30日追記ここまで】

美をジェノサイドに役立てる学術機関と国際交流を続けても害しかありません。実際このために、ノルウェーのベルゲン大学（2月）、オランダのハーグ王立美術学院（4月）、同国のアイントホーフェン・デザインアカデミー（5月）、およびスペインのマラガ大学（5月）が、現時点までに提携解消または交流凍結を発表しています。このほか、米ニューヨーク州のクーパーユニオン美術デザイン学校、米ロードアイランド州のロードアイランドデザイン学校、米イリノイ州のシカゴ美術館付属美術大学、ドイツのベルリン芸術大学でも学生や卒業生から提携打ち切りを求める声が強まっており、時間が経つにつれて提携打ち切りはさらに広がる見込みです。

東京藝術大学は日本国における美術および音楽の最高学府として、イスラエル軍によるこの歴史的な戦争犯罪と人道に対する罪を前に決して沈黙したままでいることなく、これらを明確に非難する声明を出した上で、これらに加担したベツァルエル美術デザインアカデミーとの国際交流協定を速やかに打ち切ってください。

We urge the Tokyo University of the Arts (hereinafter "TUA") to cut the international partnership with Bezalel Academy of Arts and Design (hereinafter "Bezalel"), Israel's public art school.

Bezalel had a "sewing workshop" on campus, led by a Bezalel graduate designer, in order to "have the reservists be as prepared as possible", after the Israeli Occupation Force called up about 360,000 reservists on October 9, 2023, for the planned ground invasion into the Gaza Strip, one of the occupied Palestinian territories. Bezalel’s workshop had "80 volunteers working 9 a.m. to 8 p.m." and designed and made combat gear pieces for the reservist soldiers "to function properly".

The ongoing genocide in Gaza by the Israeli Occupation Force since October 2023 is recognized internationally as a deep humanitarian crisis, one of the most dramatic in recent times. To understand such international recognition, there are three important marks: (1) the provisional measures issued by the International Court of Justice on January 2024 ruling Israel must prevent acts of genocide and allow humanitarian aid to reach civilians in Gaza; (2) the resolution passed by the UN Security Council on March 2024 demanding an immediate ceasefire in Gaza during Ramadan; (3) the additional provisional measures issued by the International Court of Justice on 24 May 2024 ruling Israel must immediately end military operations in Rafah in southern Gaza. However, Israel ignores all of these legally binding orders and continues the genocidal acts in the Gaza Strip.

It is an unforgivable commitment to these devastating violences that Bezalel made by blending the aesthetic and the function. Even if Bezalel announced "the diversity of populations and opinions at Bezalel is a condition for significant creative and learning processes" on their website in December 2023, it is not hard to imagine that the existence of the mentioned workshop must suppress the objections on campus. [Added information on May 30] Such suppression must be very strong, as long as the soldiers and reservists were allowed to enter campus when they preferred. Actually, at least from November 1, 2023 to May 15, 2024, Bezalel have been opened its door for "soldiers and reservists", "to repair uniforms and military equipment on the spot", in the names of Bezalel's "Department of Jewelry & Fashion" and "Department of Industrial Design", according to their wesite's caches stored in Internet Archive Wayback Machine. There is no other thing than harm to keep the partnership with the academic institution that makes arts work for genocide. Considering this, the University of Bergen in Norway (in February)​, the Royal Academy of Art at the Hague in the Netherlands (in April), and the Design Academy Eindhoven in the Netherlands (in May), have ended or frozen their exchange partnership with Bezalel by now. Furthermore, there are many increasing voices of cutting the ties with Bezalel, from the students and graduates in the art schools in the United States including the Cooper Union School of Art in NY, the Rhode Island School of Design in RI, the School of the Art Institute of Chicago in IL. Such cutting ties with Bezalel will be diffused as time goes by.

We urge TUA, the highest national education institution of the Arts in Japan, to break the silence against Israel’s war crimes and crimes against Humanity, to issue the statement of accusing them explicitly, and to end the exchange partnership with Bezalel which is complicit in such crimes.
