Why Was Yuko Fujigaki Selected as the Next President of the University of Tokyo? We Demand a Clear Explanation
We call on the University of Tokyo’s Presidential Selection and Oversight Council to clearly explain its decision.
On September 28, 2026, the Presidential Selection and Oversight Council of the University of Tokyo selected Yuko Fujigaki as the university’s next president-designate.
This petition is not intended to criticize Professor Fujigaki personally, nor does it endorse any other candidate.
Our request is simple:
Why was Professor Fujigaki selected, and what were the specific reasons behind this decision?
We believe the University of Tokyo’s faculty and staff, as well as the wider public, deserve a clear and concrete explanation.
Why are we asking for an explanation?
In the faculty and staff preference vote conducted as part of the selection process, the results were:
1st — Takao Someya: 1,107 votes (51.0%)
2nd — Yuko Fujigaki: 553 votes (25.5%)
3rd — Ryuji Yamamoto: 451 votes (20.8%)
Professor Fujigaki ranked second in this preference vote.
We recognize that the preference vote does not legally bind the Presidential Selection and Oversight Council and that the Council has the authority to make the final selection.
However, when the final decision differs from the preference expressed by faculty and staff, it is reasonable to ask:
Why was the second-ranked candidate selected instead of the first-ranked candidate?
We believe that the Council should provide a clear explanation addressing this question.
What do we want to know?
The Council has referred to factors such as Professor Fujigaki’s commitment to strengthening interdisciplinary collaboration between the humanities and sciences and improving communication both within and outside the university.
However, these explanations do not fully answer a fundamental question:
What specifically made Professor Fujigaki the preferred candidate over the other candidates?
We therefore ask the Council to explain:
What specific criteria were used to evaluate the candidates;
How the five candidates were compared and evaluated;
What particular qualifications or qualities of Professor Fujigaki were considered especially strong;
What specific factors led the Council to select Professor Fujigaki over the other candidates;
How the Council considered the results of the faculty and staff preference vote;
Why the candidate who received the most votes in the preference vote was not selected;
How the Council evaluated Professor Fujigaki’s policies and vision for the future of the University of Tokyo, including research, education, and university management.
We are asking for transparency—not a particular outcome.
The University of Tokyo is one of Japan’s leading institutions of higher education and research.
The appointment of its president is therefore important not only to members of the university community, but also to the future of higher education, research, and science and technology in Japan.
For this reason, we believe that it is important to make clear not only who was selected, but also why that person was selected.
If the selection was based on a careful and well-founded assessment, providing the specific reasons and comparative evaluation behind the decision would help faculty, staff, students, alumni, and the wider public understand and trust the process.
This petition does not seek to question Professor Fujigaki’s academic achievements or personal character.
Nor does it call for the selection of any particular alternative candidate.
We are simply asking for a transparent and substantive explanation of the decision made by the Presidential Selection and Oversight Council.
Our Request
We call on the Presidential Selection and Oversight Council of the University of Tokyo to:
Clearly and concretely explain why Yuko Fujigaki was selected as the next president-designate, including the comparative evaluation of the candidates and how the results of the faculty and staff preference vote were taken into account.
We ask everyone who agrees with this request for transparency and accountability to sign this petition.
We hope that the presidential selection process at the University of Tokyo will be one that earns the understanding and trust of both the university community and society at large.
