＜私たちは＞

東京都杉並区の住民です。公園がある緑豊かな暮らしを望む、一般の住民です。近くには浸水する地区もあります。だからこそ治水対策が必要だと身をもって感じています。ある日突然、東京都が住民に何の説明もなく公園と住居地を潰して巨大な地下貯水トンネルを作る都市計画を進めているということを知りました。東京都は私たちの度重なる質問にもほぼ何の回答もありません。なぜこの場所でなくてはならないのか、なぜ国が推奨しているグリーンインフラと逆行したこの工事でなくてはならないのか。緑を破壊しないやり方はないのか。この署名により、私たちは東京都に、一旦工事計画の進行を止め、住民への周知徹底、詳細説明と丁寧な対話を求めます。杉並の豊かな自然を破壊せず、水害対策と環境保全の両立を叶える道があるはずです。

 

＜何が起きてる？＞

東京都が都市計画河川第8号という都市計画を進めようとしています。1000億円かかるこの工事計画により、善福寺緑地、関根文化公園、井荻公園の一部、原寺分橋の湧水が破壊されてしまいます。住民に全く説明なく進んでいるこの大規模工事は、自然を大きく破壊するだけでなく、人々の暮らしも破壊します。

 

 

 

 

昭和40年代に平面的に都市計画の位置を示す案があり、今回はそこに立体的な案（トンネル）をかぶせたので「変更案」としているが、これは変更ではなく新しい都市計画として扱われるべき規模です。

 

＜現在の工事計画＞

東京都杉並区善福寺緑地と関根文化公園の相当数の樹木を伐採。

善福寺緑地・関根文化公園・原寺分橋の3箇所に直径20.5ｍの穴（立坑）を深さ56.2ｍ掘り、シールドマシーン（掘削機）を入れ、直径９m長さ5.8キロの地下トンネルを作る計画。立坑からは掘り出された莫大な土が運び出され続ける。

トンネル工事後、巨大な取水口管理施設が建設される。上流からの水を貯留する目的。

善福寺緑地（ロケット公園・センター広場付近）の環境は破壊され、関根文化公園は10年以上の長期間封鎖の上、公園は半分以上潰される。取水口管理施設建設のため、以前区民より皆の憩いの場へとの寄付でできた井荻公園の一部も潰されます。

 

＜工事による考えうる影響＞

・樹木の伐採や大規模工事に伴う生態系の変化、環境破壊
・シールド工法による上部地域への被害
・トラックの往来、工事による尋常ではない騒音、振動、土埃による健康被害
・犬の散歩、朝の体操、子ども達の遊び場など住民の憩いの場である公園の消失
・原寺分橋周辺では多数の住民の立退き

＜誰が影響を受ける？＞

• 善福寺川緑地のど真ん中に、多数の木が伐採されるこの計画は、善福寺川緑地の生態系を変え相当な環境破壊が予想されます。また遊具やトイレも撤去され、住民の居場所が奪われます。10年超の公園の閉鎖、工事後には巨大な取水施設などが作られ、公園の大部分が潰されることになります。
• 原寺分橋では、この大規模工事の為に20軒以上の住宅が立ち退きによって暮らしを奪われます。またこの地域には都内随一の貴重な天然の湧水があり、工事により消失の危機に面しています。
• 関根文化公園では、木の伐採、10年超に渡る公園の封鎖。工事後も取水施設ができることにより、子どもの遊び場は消失。近辺の学童施設が2か所閉鎖したことで、地元の子供たちの唯一の遊び場の公園です。しかし、ここもなくなれば、子ども達が唯一遊べる場所を完全に失うことになります。

＜何が問題になっている？＞

この計画について住民は全くと言っていいほど何も知らされていません。13,000部まいたという8月の説明会チラシは住民ほぼ誰も受け取っていない。参加者がたった159名の説明会を法定説明会とし、都市計画案を進めると主張する東京都建設局。すでに5億円で詳細設計業者は入札済み。環境負荷は？住民への負荷は？全く説明なきまま、都市計画はどんどん進んでいて工事業者の入札まで行われているという状況。

 

＜なぜ今行動をおこす？>

東京都に一旦全ての計画の進行を止め、住民に周知徹底、そして地域社会との丁寧な対話をするよう求める必要があります。この都市計画案について、細かい説明が必要です。私たちはこの計画を頭から否定しているわけではなく、メリット、デメリットをしっかり理解したいのです。かけがえのない豊かな自然を破壊せず、水害対策と環境保全の両立を叶える道を地域社会と共に考えてくれるよう要望したいのです。

異様なスピードで都市計画を進めるプロセスが進んでいます！

東京都の都市整備委員会に向け、11月26日までに1000目標。

杉並区の都市計画審議会に向け、12月20日までに更なる1000。

＜工事のタイムライン＞

• 2023年10月11日：技術協力業務に関わる公募型プロポーザル開始
• 2023年10月23～27日：入札参加申請書
• 2023年12月4～8日：技術提案書の提出を受け付けて
• 2024年1月31日：優先交渉権者を決定
• 2024年2月末：委託費2000万円程度の技術協力業務を契約
• 2025年以内：1000億円程度の工事を優先交渉権者と契約
• 2025～2035：10ヵ年での施工を想定

About us

We are proud residents of Suginami, Tokyo. We are regular people who desire a natural life among the greenery and parks of Suginami. During heavy rainfall, some nearby areas are affected by flooding. We know firsthand the necessity of flood control measures. 

Recently, we were surprised to learn that the Tokyo Metropolitan Government is proceeding with an urban planning project to construct a large underground water intake facility, destroying beloved parks and residential areas without any explanation to residents. Despite repeatedly asking for further information about the plan, the Tokyo Metropolitan Government has given us virtually no answers.

Why must this construction be located so close to residential houses? Why settle for this solution, which goes against the government’s own recommendation for green infrastructure? Is there any way to achieve flood prevention without destroying the natural environment? 

 

What’s happening? 

The Tokyo Metropolitan Government is proceeding with a construction project called Urban Planning River No. 8. If this plan goes ahead, it will destroy our beloved Zenpukuji Park, Sekine Culture Park, and the natural spring water well at Haraterabun Bridge. 

 

Current construction plan 

The plan is to cut down hundreds of trees in Zenpukuji Park and Sekine Culture Park in Suginami Ward. 

Large holes (shafts) 20.5m in diameter and 56.2m deep will be drilled in three areas: Zenpukuji Park, Sekine Culture Park, and Haraterabun Bridge. A drilling machine (shield machine) will be used to dig an underground tunnel 9m in diameter and 5.8km long. 

These parks will be closed for over 10 years during the construction period. Large quantities of soil removed will be trucked out of the area. 

After the tunnel construction, a large underground water intake management facility will be built to store water from upstream, and a management building and water intake facility will be built above ground. To make way for these management buildings, parks and playgrounds will be permanently closed. 

 

What’s the impact? 

• Cutting down hundreds of trees and negatively impacting the natural ecosystem, causing irreparable environmental damage. 
• Damage to buildings in the surrounding areas due to the invasive shield machine construction methods. 
• Health risks to local residents and visitors due to noise and dust pollution, and vibrations from construction and trucking. 
• Demolition of parks for residents to walk their dogs, practice morning exercises, and for children to play. 
• Eviction of over 20 residents around Haraterabun Bridge. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Who will be affected?

• In Zenpukuji Park, numerous large trees will be cut down. This will negatively impact the natural ecosystem of Zenpukuji Park and surrounding areas, and cause irreparable environmental damage. Playground equipment and restrooms will be demolished, removing rest and relaxation areas for all residents and visitors. The park will be closed for over 10 years, following which a large water intake facility and management building will be built, leading to the permanent demolition of playgrounds and large areas of the park. 
• At Haraterabun Bridge, over 20 homeowners and residents will be evicted to make way for this large construction project. A natural spring water well in the area is at risk of being demolished due to this construction project. 
• In Sekine Culture Park, numerous trees will be cut down and the park will be closed for over 10 years due to construction. Children’s playgrounds will be demolished to make way for the creation of a large underground water intake facility. With two nearby after-school facilities having recently closed down, this park is the only remaining playground for local and visiting children and families to play. 

This large-scale construction not only destroys natural ecosystems, but also has negative effects on the health, wellbeing, and livelihoods of all nearby residents and visitors, such as noise and air pollution, and damage to nearby areas caused by heavy construction, trucking, and machinery. 

The greater Zenpukuji Park area is one of the few remaining natural environments in Tokyo. Sekine Culture Park is the only precious playground for children and families to play in the neighborhood. The spring water well at Haraterabun Bridge is a precious source of water in case of emergency. If any of these natural wonders are lost, it will mean the loss of irreplaceable treasures for us, the residents of Suginami Ward, and all residents and visitors of the city of Tokyo. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Why act now? 

We must temporarily halt the progress of these plans by the Tokyo Metropolitan Government, demand that they provide a thorough information session for residents, and engage in an effective dialogue with our community. We deserve a detailed explanation of this urban planning proposal. We are not outright rejecting this plan; rather, we want to fully understand the advantages and disadvantages. We request proper consideration for the local community to find a path forward that preserves invaluable nature, addresses flood prevention, and promotes environmental conservation without causing destruction to natural ecosystems and our livelihoods. 

 

What’s the problem?

Suginami residents have been kept in the dark about this construction plan. The planning process is progressing rapidly without properly informing residents, and contractor bidding has already taken place. This construction plan is moving at an unusually rapid rate with almost no explanation. The time to act is now!

Construction timeline

• Oct 11, 2023: Construction Bureau public call for proposals related to technical cooperation services (subject to WTO Government Procurement Agreement). 
• Oct 23–27, 2023: Applications for construction companies to participate in competitive bidding for shield construction. 
• Dec 4–8, 2023: Technical proposal submissions. 
• Jan 31, 2024: Construction company selection. 
• End of Feb, 2024: Technical contract with selected construction company for work of approximately 20 million yen (including tax).
• Within 2025: Contract with preferred bidder for construction work of approximately 100 billion yen (including tax). 
• 2025–2035: Construction work in progress for 10+ years.
