本日、午後2時から午後4時のところ延長し、4時半まで杉並区の都市計画審議会が杉並区役所で行われ、「東京都市計画河川第8号善福寺川の変更について」審議されました。

結果、委員21名中、出席19名（賛成12名、反対6名）となり、計画案に3分の1もの委員が反対することは異例だと区議会議員もおしゃっていました。これは、皆さまの署名、及び区議に対しての意見書で私達の気持ちが少しでも届いたのだと思います。

賛成しながらも地域住民の声をより丁寧に聞き、理解と協力をしていきながら、計画を進めるよう都への忠告を述べる委員もいることから、一定の成果を感じています。

審議会で出た意見、及び質疑応答を一部まとめました。

• 計画のスピード：
  「素案から計画案決定まで3ヶ月しかありませんでした。その3ヶ月で人の人生が変わってしまうのはおかしいのではないのでしょうか？」、
  「素案から計画案が早急すぎる為、区の在り方として、工事の一旦停止、大替地、そして住民への情報開示を要求する」
  
  
• 公園の減少について問われた際、区の土木課は「関根文化公園以外の用地を現在探している」と回答
  
  
• 他の場所での検討：
  「三箇所以外の場所では考えられなかったのか」、
  「原寺分橋での立ち退きが20件以上あるの中、他の場所は考えなかった？」と聞かれた際、土木課は「なかった」と回答
  
  
• 自然破壊：
  善福寺川緑地公園ロケット公園での工事に関して、「自然破壊はどのくらいになるのか？」に対して、「木の伐採は避けられない」と回答
  
  
• 地下水の水脈を保つ方法：
  「今回の石川県での地震で困ったことは水不足でした。杉並区で同じような事態が起きた場合、杉並区民全員に水の供給は難しいものの、緊急時においては杉並区は地下水の供給が一部可能であります。立坑及びトンネルを40m掘ることにより、30m地点で水脈がたたれることになるが、土木課は地下水を保つ方法を考えているか」に対して、「対策として、工事をしながら考える」と回答
  
  
• 公園が使用できない期間：
  「10年～20年」（追加：20年ものかかる工事であることだと本日の審議会でクリアになりました。これは、以前発表されていた地方建設専門紙の会の記事「【東京】都　ＥＣＩを初試行　善福寺川上流調節池」に書かれていた工程と異なるものとなります。）
  
  
• 1月20日の説明会は100人の入場制限：
  過去4回の説明会に参加したのは合計149人の為、1月20日の説明会には100人入る会場しか確保していないことが明確になりました。
  
  子供を育てる為にわざわざ杉並区に引っ越してきた方、東京の少ない緑を守りたいと思っている方、生態系の保護を重視している方、他の対策方法があると信じている方、土地の価格への影響を心配されている方は、合計100人しかいないと都は信じているのでしょうか？
  
  

1月20日の説明会で意見を共有しましょう。都市計画は基本的に住民の意見を尊重し、話し合って、決められるものなのではないのでしょうか？

Today, the Local City Planning Council for Suginami Ward was held from 14:00~16:00 (extended to 16:30) at the Suginami Ward Office, where the proposed construction plans of the Tokyo Metropolitan City Planning River No. 8 Zenpukuji River were discussed.

Out of the 21 members, 19 had attended, of which 12 were in favour of the construction, and 6 against. Such a result, whereby 1/3rd of the council expressing their opposition against an urban construction plan is supposedly unusual, indicating the impact of the public signatures and opinion letters that have been submitted to the council.

Despite having expressed their support for this construction, there were also those who advised the metropolitan government to proceed with the plan more attentively, considering and cooperating with the voices of local residents - this, we see (slightly optimistic), suggesting some degree of success in conveying the community's concerns.

Herewith, a summary of some of the opinions and questions that were raised during today's meeting:

• Speed of Plan Progression:
  "Only 3 months have passed since this plan has been changed from a 'draft plan' to a 'plan'. Isn't it absurd that someone's life can be changed within 3 months?"
  "The speed at which this plan has been changed from 'draft plan' to 'plan' is too fast - this plan should be temporarily halted and discussed with the plan in detail"

• Reduction of Park-Space:
  In regard to Sekine Cultural Park, Suginami Ward's civil engineering division shared that they are looking into alternative locations. 

• Consideration of other locations outside the indicated 3 locations:
  Questions were raised in regard to whether other locations were considered to avoid the eviction of 20+ households (Haraterabun Bridge), to which the civil engineering division replied, "no".

• Environmental Impact:
  The civil engineering division confirmed that it is inevitable that trees will be cut in Zenpukuji Rocket Park. 

• Preserving Underground Water Flow:
  In response to a question about preserving underground water flow, especially in the event of an emergency like the recent earthquake in Ishikawa Prefecture, the civil engineering section mentioned that they will monitor during the construction work. 

• Park Unavailability Period:
  "10~20 years" - this is different to the period that was shared in the construction specialty newspaper association (地方建設専門紙の会, only available in Japanese). 

• Limited Capacity for the January 20th Information Session:
  It was clarified that the January 20th information session has a limit of 100 attendees, raising concerns about whether this accurately represents the diverse opinions and concerns of residents.

  Does the expectation of 100 attendees accurately represent; those who moved to Suginami prefecture thinking that it was/is a good environment to raise children, those who wish to preserve the limited greenery within Tokyo, those who believe in the importance of preserving the ecosystem, those who believe that an alternate solution is possible to the one proposed by the Tokyo Metropolitan Government, those who are concerned that their value of land will depreciate? 
  
  Will the urban plan consider the opinions and thoughts of the Suginami residents? We hope to see you at the explanation session scheduled to be held on January 20th.
