署名活動の主旨

そこで私たちは以下のことを法政大学に求めます。
Ⅰ、全学生（院生、通信教育部生、学部生、科目等履修生等）への春学期分の学費（授業料、実験実習料、教育拡充費等）の一部減額、返還を求めます。
Ⅱ、必要な学生へのオンライン機器（ルーター、パソコン等）の貸与と4月以降にオンライン環境の整備をした学生への金銭的補助を求めます。
嘆願理由
※前提として、新型コロナウイルスの感染拡大による学校事業の縮小、変更は、学校法人法政大学の責任でなく、大学もまた被害を受けた側であると言えます。その意味で法政大学を中傷、批判する意図は一切なく、あくまでも学生や大学関係者の意思を示すものです。
法政大学は4月６日に、 4月9日からキャンパスへの閉鎖することとし、授業の開始予定日を4月7日から4月21日まで延長、当分の間は対面式の講義からインターネット環境を必要とする講義へ変更することを決定しました。それにより講義の質が変容するだけでなく、学生はインターネット環境の整備、ビデオ通話等に対応可能な機器の整備等をしなくてはなりません。ほかにも、卒論やゼミ論の執筆を控えた学生が図書館を利用できなくなることや、体育会やサークル活動等の文化活動が停止要請を受けたことによる損害は数知れません。
私たち学生は、大学の施設を使用できること、対面式の授業で学べることを前提にその対価として学費を納めており、現在の状況は学生としても納得できない状況です。また、外出の自粛要請や休業要請などにより経済状況が悪化した学生が多く、田中駿介さんがグーグルフォーム上で行ったアンケート（https://www.facebook.com/shunsuke.tanaka.01/posts/2011607658983441）では、バイトをしている学生の半分がバイトを減らされたと回答しています。さらに、減らされているだけには留まらず、「バイトをクビになった。」、「家庭全体の経済状態が悪化した。」との声もよく耳にします。そのような状況で学費を例年通り納めなければいけないとなると、当然退学等の道を選ばざるを得ない学生も出てくるはずです。今回の件は、大学に一切の過失がないと言えますが、キャンパスを閉鎖した分、光熱費等の費用は減額されているはずであり、その額面をだけでも学費から減額すべきだと考えます。
また、先ほどのアンケートでは、自宅に無制限のルーターがない学生は約2割、スマートフォン以外にビデオ通話ができる端末がない学生は約1割との結果が出ています。お金がない学生にとって、学費を支払った上に大人数でのビデオ通話に対応できるようなオンライン機器を整備することはとても大変なことであり、ほとんどのインターネット回線契約が2年から4年の定期契約であることを考えると合計で30万円以上の支払いが必要になる可能性があります。大手３キャリアは25歳以下の契約者に50GBまでの追加データを無償提供すると発表していますが、市民に広く開かれた多様性溢れる法政大学では、社会人リフレッシュ・ステージ・プログラム等を利用する25歳以上の学生も数多く在籍しています。またダイバーシティ宣言などを鑑みても、オンライン環境を整備することが困難な層を見捨てないことで、教育格差を減らすことが重要であると捉えられます。
私たちは、この署名を1000名以上集め、田中優子総長に提出する予定です。ぜひとも署名と拡散等のご協力お願いいたします。また支援していただける教員や学生も募集しております。

We request the following of the university.
I. Reduction and partial repayment of school expenses for all students (tuition, laboratory fees, and costs of equipment etc.)
II. Rental of electronic equipment that use for attending online classes (laptops, wi-fi routers etc.) and financial support for students who improve their internet environment after April
Why we ask the university to accept these request?
First of all, we never intend to criticize the university. We’d like to appreciate all their conduct for saving our lives and preparing for the start of classes.
On the other hand, we have to prepare electronic equipment for online classes. According to the survey by Mr. Shunsuke Tanaka(https://www.facebook.com/shunsuke.tanaka.01/posts/2011607658983441) a fifth of students don’t have wi-fi routers that they can use limitlessly, and a tenth of students don’t have devices for video calling except for their smartphone. It is said that we need about 300,000 yen or more to prepare all electronic equipment. The cost is big burden for students.
In addition, we can’t use facilities of the university due to closing the campus. Therefore, we can’t use the library to access various information that we need for studying. For example, the access is definitely important for students who write theses. Furthermore, we can’t do various activities which need facilities of the university. For example, we can’t enjoy club activities and various cultural activities etc. These damages are huge, so we’ll lose a lot of chances.
Given the present situation that many students and their families have difficulty making their living, Hosei University should make efforts to correct every educational gaps as a university which emphasizes the importance on diversity and compensate students for many opportunities that we can’t enjoy.
We’re going to collect one thousand or more signatures and submit them to Ms. Yuko Tanaka, the president of Hosei University. Please put your signature and share this act with others. And, we are recruiting our support menbers.
