青森県・津軽半島地域のツキノワグマについて、私たちは、捕獲・捕殺が進む前に、現在の管理方針の科学的根拠と、非致死的対策の実施状況・効果を検証し、方針そのものを緊急に再検討することを求めます。

これは、「人の安全か、クマの命か」という二択を求める署名ではありません。

人の命と安全を守ることは重要です。

だからこそ、人に差し迫った危険を及ぼす個体への対応と、地域に生息するクマ全体を「定着させない」「0頭」に近づけていく方針を、同じものとして扱わないでほしいのです。

青森県のツキノワグマ管理に関する資料では、津軽半島地域について、

「排除地域」
「クマを定着させない」
「目標個体数0頭」
「捕獲上限を設定しない」

という方針・考え方が示されています。

私たちが知りたいのは、

なぜ「0頭」なのでしょうか。

そして、その方針に基づいて捕獲を進める前に、人とクマが出会わないためにできることを、どこまで実施し、その効果をどこまで検証したのでしょうか。

誘引物の除去・管理。
電気柵。
追い払い。
緩衝帯の整備。
藪や移動経路などの刈り払い。
その他の出没防止・被害防除対策。

こうした対策を、

どこで、
何を、
どの程度実施し、
その結果、何が変わったのか。

それを検証してから、次の対応を判断してほしいのです。

非致死的な対策を実施・検証してもなお、人の安全のために対応が必要な場合には、クマの行動、出没場所、人との距離、危険性、年齢、親子関係などを踏まえ、個体ごとに段階的に対応を判断する仕組みを検討してください。

母グマ、授乳中・妊娠中の個体、子グマ、若齢個体についても、一律の処理ではなく、その個体の状況を考慮できる仕組みを求めます。

また、捕獲された場合にも、法令、安全性、実施体制などを確認したうえで、可能な場合には、放獣、移送、麻酔を用いた対応、研究、DNA等による個体識別など、命を奪う以外の選択肢を検討できる体制を整えてください。

私たちは、すべてのクマを無条件に放獣することを求めているのではありません。

人への差し迫った危険がある場合など、捕獲や捕殺を含む対応が必要になる状況があることも理解しています。

しかし、

危険な一頭に対応することと、
地域のクマを「0頭」に近づけることは、同じではありません。

そして、捕獲事業の成果を「何頭捕獲したか」だけで評価しないでください。

人身被害は減ったのか。
危険な生活圏への出没は減ったのか。
農林業被害は減ったのか。
人とクマが接触する機会は減ったのか。
非致死的対策によって捕獲・捕殺を回避できたのか。

実際に人の安全につながったのかによって、政策の効果を検証し、その結果を公表してください。

私たちは青森県に求めます

津軽半島を「排除地域」「目標個体数0頭」とし、「クマを定着させない」「捕獲上限を設定しない」とする方針について、科学的根拠、検討過程、専門家の見解を明らかにしてください。
誘引物対策、電気柵、追い払い、緩衝帯、刈り払い等について、実施場所・規模・期間・内容と、その効果検証結果を公表してください。
非致死的対策を実施・検証したうえで、それでも人の安全上必要な場合に、個体ごとの危険性や状況に応じて判断する段階的な対応を検討してください。
母グマ、授乳中・妊娠中の個体、子グマ、若齢個体などについて、一律ではなく個体の状況を考慮できる判断基準を検討してください。
捕獲個体について、法令・安全性・実施体制を踏まえ、放獣、移送、麻酔を用いた対応、研究・個体識別等の非致死的な選択肢を検討できる体制を整えてください。
捕獲頭数だけではなく、人身被害、危険な生活圏出没、農林業被害、人とクマとの接触機会等が実際に減少したのかを指標として事業を評価し、その結果を公表してください。
これらの検証が十分に行われる前に、津軽半島のツキノワグマを「0頭」に近づける方向で捕獲を進めることについて、いったん立ち止まり、現在の管理方針を緊急に再検討してください。
捕獲した後に、

「もっとできることがあったかもしれない」

と検証しても、失われた命は戻りません。

殺した後ではなく、殺す前に検証してください。

まだ捕獲されていない一頭には、
まだ選択肢があります。

人の安全か、クマの命か。

その二択にしないでください。

私たちは、人の安全を守りながら、可能な限り命を奪わずに済む方法を検討し、科学的根拠と効果検証に基づいて津軽半島のツキノワグマ管理方針を緊急に再検討することを、青森県に求めます。

There Is Still More We Can Do Before Bears Are Killed

Urgent Petition to Reconsider the “Zero Bear” Policy for Asian Black Bears on the Tsugaru Peninsula, Aomori Prefecture

Submitted to: The Governor of Aomori Prefecture and the Aomori Prefectural Government

We call on Aomori Prefecture to urgently reconsider its current management policy for Asian black bears on the Tsugaru Peninsula before further capture and lethal removal proceed, and to examine the scientific basis of the policy as well as the implementation and effectiveness of non-lethal measures.

This petition is not asking society to choose between human safety and bears’ lives.

Protecting human life and safety is essential.

Precisely for that reason, responding to an individual bear that poses an immediate danger to people should not be treated as the same issue as a policy aimed at preventing bears from becoming established in an entire region and reducing the target population to zero.

Aomori Prefecture’s bear-management materials describe the Tsugaru Peninsula using concepts including an “exclusion area,” “preventing bears from becoming established,” a “target population of zero,” and no upper limit on capture.

Our question is simple:

Why zero?

Before captures proceed under this policy, we ask Aomori Prefecture to establish what measures have been implemented to prevent encounters and conflict between people and bears—and whether those measures have actually worked.

These include attractant management and removal, electric fencing, hazing and deterrence, buffer-zone management, vegetation clearance, and other measures intended to prevent bears from entering areas where people live.

Where were these measures implemented?

At what scale?

For how long?

And what changed as a result?

Please evaluate these measures before deciding that further capture or lethal action is necessary.

Where risks to human safety remain even after non-lethal measures have been implemented and evaluated, we ask that responses be determined progressively and on an individual basis, taking into account the bear’s behavior, location, proximity to people, level of risk, age, and whether it is part of a mother-and-cub family group.

We also ask that mothers, lactating or pregnant bears, cubs, and young bears not automatically be treated identically regardless of their circumstances.

When a bear is captured, where legally and practically possible and consistent with public safety, authorities should have a framework for considering non-lethal alternatives, including release, relocation, immobilization, research, and individual identification using DNA or other scientific methods.

We are not demanding that every captured bear be released regardless of circumstances.

We recognize that situations can arise in which capture or lethal action is necessary to protect people from an immediate danger.

But:

Responding to one dangerous bear is not the same as reducing an entire regional bear population toward zero.

The success of bear management should also not be measured simply by the number of bears captured.

Did human injuries decrease?

Did dangerous appearances in residential areas decrease?

Did agricultural and forestry damage decrease?

Did encounters between people and bears decrease?

Did preventive measures allow captures or killings to be avoided?

The effectiveness of the policy should be evaluated according to whether it actually made people safer, and those results should be made public.

We therefore ask Aomori Prefecture to disclose the scientific basis and decision-making process behind the current policy; publish the implementation and effectiveness of non-lethal measures; establish a progressive, risk-based response system; consider the circumstances of mothers, cubs and young bears; develop the capacity to consider lawful and safe non-lethal alternatives; evaluate management by actual reductions in conflict and harm rather than capture numbers alone; and, before sufficient evaluation has been completed, pause and urgently reconsider the policy of moving the Tsugaru Peninsula’s bear population toward zero.

If we wait until after a bear has been killed to ask,

“Could we have done more?”

that life cannot be restored.

Please evaluate the alternatives before bears are killed—not after their lives have already been lost.

A bear that has not yet been captured
still has options.

Human safety or bears’ lives—

please do not reduce this issue to that choice.

We call on Aomori Prefecture to protect human safety while doing everything reasonably possible to avoid unnecessary loss of life, and to urgently reconsider the Tsugaru Peninsula bear-management policy on the basis of scientific evidence and measurable results.
