ಆತ್ಮೀಯ ಸಹ ನಾಗರೀಕರೇ,

ವಿಷಯ: ಧರ್ಮಸ್ಥಳದಲ್ಲಿ ನಡೆದ ಸರಣಿ ಹತ್ಯೆಗಳು ಮತ್ತು 'ರಹಸ್ಯ ಸಮಾಧಿ'ಗಳ ಆರೋಪಗಳ ಕುರಿತು ಸುಪ್ರೀಂ ಕೋರ್ಟ್/ಹೈಕೋರ್ಟ್-ನ್ಯಾಯಾಧೀಶರು/ ನ್ಯಾಯಾಧೀಶರ ಮೇಲ್ವಿಚಾರಣೆಯಲ್ಲಿ ತನಿಖೆ ನಡೆಸಬೇಕೆಂದು ಕೋರಿ ಸಲ್ಲಿಸಲಾದ ಅರ್ಜಿಗೆ ಸಾರ್ವಜನಿಕ ಬೆಂಬಲ ಕೋರಿಕೆ.

ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಧರ್ಮಸ್ಥಳದ ಸುತ್ತಮುತ್ತಲು ನಡೆದಿವೆ ಎನ್ನಲಾದ ಘಟನೆಗಳು ಕರ್ನಾಟಕ ಮಾತ್ರವಲ್ಲ ಇಡೀ ಮನುಕುಲದ ಆತ್ಮವನ್ನೇ ಕಲಕುವ ರೀತಿಯಲ್ಲಿ ಹೊರಬರುತ್ತಿವೆ. ಇಲ್ಲಿ ನೂರಾರು ಅತ್ಯಾಚಾರ ಮತ್ತು ಕೊಲೆಗಳನ್ನು ಎಸಗಿ ದೇಹಗಳನ್ನು ರಹಸ್ಯವಾಗಿ ಹೂತು ಹಾಕುವ ಕೆಲಸ ಹತ್ತಾರು ವರ್ಷಗಳಿಂದ ನಡೆಯುತ್ತಿದೆ ಎನ್ನುವ ಆರೋಪವನ್ನು ಧರ್ಮಸ್ಥಳ ಮಂಜುನಾಥೇಶ್ವರ ದೇವಾಲಯದ ಮಾಜಿ ನೈರ್ಮಲ್ಯ ಕೆಲಸಗಾರರೊಬ್ಬರು ಮಾಡಿದ್ದು, ಪೊಲೀಸರಿಗೆ ಮತ್ತು ಬೆಳ್ತಂಗಡಿ ನ್ಯಾಯಾಲಯಕ್ಕೆ ಈ ಬಗ್ಗೆ ಅಧಿಕೃತವಾಗಿ ತಿಳಿಸಿದ್ದಾರೆ.  ಇಂತಹ ಕ್ರೂರ ಮತ್ತು ಭಯಾನಕ ಆರೋಪಕ್ಕೆ ಸಂಬಂಧ ಪಟ್ಟ ಸಾಕ್ಷಿಗಳನ್ನು ಕೂಡಾ ಒದಗಿಸುತ್ತೇನೆಂದು ಅವರು ಹೇಳಿರುವುದಾಗಿ ಅವರ ವಕೀಲರು ಬಹಿರಂಗಪಡಿಸಿದ್ದಾರೆ. 

ಇತ್ತೀಚೆಗಿನ ವರ್ಷಗಳಲ್ಲಿ ಇಡೀ ರಾಜ್ಯವನ್ನು ಕಂಗೆಡಿಸಿದ, 2012ರಲ್ಲಿ ಈ ಪರಿಸರದಲ್ಲೇ ನಡೆದ ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿನಿ ಸೌಜನ್ಯಳ ಅತ್ಯಾಚಾರ ಮತ್ತು ಕೊಲೆ ಪ್ರಕರಣ ಕೂಡಾ ಇದೇ ಸರಣಿ ಕೊಲೆಗಳ ಭಾಗವಾಗಿರಬಹುದೇ ಎಂಬ ಅನಿಸಿಕೆಯು ಅತ್ಯಂತ ದಟ್ಟವಾಗಿದೆ. ಸೌಜನ್ಯ ಪ್ರಕರಣದಲ್ಲಿ ನಿಜವಾದ ಅಪರಾಧಿಗಳನ್ನು ರಕ್ಷಿಸಲು ಪೊಲೀಸರು ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಸಾಕ್ಷ್ಯ ನಾಶ ಮಾಡಿ, ತನಿಖೆಯ ದಿಕ್ಕು ತಪ್ಪಿಸಿ, ನಿರಪರಾಧಿಯೊಬ್ಬನ ತಲೆಗೆ ಇಡೀ ಪ್ರಕರಣವನ್ನು ಹೊರಿಸಿದ ವಿದ್ಯಮಾನ ರಾಜ್ಯದ ಉಚ್ಚ ನ್ಯಾಯಾಲಯದಲ್ಲೇ ರುಜುವಾತಾಗಿದೆ. ನ್ಯಾಯಾಲಯವು ತನ್ನ ತೀರ್ಪಿನಲ್ಲೇ ತಪ್ಪಿತಸ್ಥ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಹೇಳಿದ್ದರೂ, ರಾಜ್ಯ ಸರಕಾರ ಈ ಕುರಿತು ಇದುವರೆಗೂ ಮೌನ ತಳೆದಿದೆ.

ಒಟ್ಟಿನಲ್ಲಿ ಧರ್ಮಸ್ಥಳದಲ್ಲಿ ನೂರಾರು ಅಪಹರಣ, ಅತ್ಯಾಚಾರ, ಕೊಲೆಗಳು ಹಲವು ವರ್ಷಗಳಿಂದ ಯಾವುದೇ ಎಗ್ಗಿಲ್ಲದೆ ನಡೆದಿವೆ ಮತ್ತು ಇವೆಲ್ಲವನ್ನೂ ತಡೆಯಬೇಕಿದ್ದ ಪೊಲೀಸ್ ವ್ಯವಸ್ಥೆಯೇ ಈ ಅಪರಾಧಿ ಸರಣಿಯಲ್ಲಿ ಕೈಜೋಡಿಸಿದೆ ಎಂಬ ಭಾವ ಸಮಾಜದಲ್ಲಿದೆ.  ನಾಗರಿಕ ಸಮಾಜದಲ್ಲಿ, ಕಾನೂನು-ಪೊಲೀಸ್ ವ್ಯವಸ್ಥೆಯ ನೆರಳಿನಲ್ಲೇ ಇಂತಹ ಬೆಳವಣಿಗೆಗಳು ದಶಕಗಳಿಂದ ನಡೆಯುತ್ತಿರುವುದೇ ನಿಜವಾಗಿದ್ದರೆ, ಅದು ನೆಲದ ಕಾನೂನೇ ಅಸ್ತಿತ್ವದಲ್ಲಿಲ್ಲ ಎಂಬ ಆತಂಕವನ್ನು ಉಂಟು ಮಾಡುತ್ತದೆ. ಇಂತಹದು ಒಂದು ಸಣ್ಣ ಗುಮಾನಿಯಾಗಿದ್ದರೂ, ಅದನ್ನು ನಿಷ್ಪಕ್ಷಪಾತವಾಗಿ ತನಿಖೆ ನಡೆಸುವ ಅಗತ್ಯವಿದೆ. ಆದರೆ, ಸೌಜನ್ಯ ಪ್ರಕರಣ ನಡೆದಾಗ ಇದ್ದ ಬಿಜೆಪಿ ಸರ್ಕಾರ ಅಥವಾ ಹೈಕೋರ್ಟ್‌ ಆದೇಶ ಬಂದ ನಂತರ ಇರುವ ಈಗಿನ ಕಾಂಗ್ರೆಸ್‌ ಸರ್ಕಾರಗಳೆರಡೂ ಸೌಜನ್ಯ ಪ್ರಕರಣದಲ್ಲಿ ಗಂಭೀರ ಕ್ರಮಕ್ಕೆ ಮುಂದಾಗಲಿಲ್ಲ. ಈಗ ಸರಣಿ ಹತ್ಯೆಗಳ ಆಪಾದನೆಯ ತನಿಖೆ ನಡೆಸುವಲ್ಲಿಯೂ ಸರಕಾರದ ಮುತುವರ್ಜಿ ಕಾಣಿಸುತ್ತಿಲ್ಲ. 

ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಬೆಂಗಳೂರಿನ ಗಣ್ಯರ ತಂಡವೊಂದು ಹಿರಿಯ ವಕೀಲ ಸಿ.ಎಸ್‌. ದ್ವಾರಕಾನಾಥ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಮನವಿಯೊಂದನ್ನು ಸಲ್ಲಿಸಿ ಸರಣಿ ಕೊಲೆ ಮತ್ತು ರಹಸ್ಯ ಶವ ವಿಲೇವಾರಿಯ ಕುರಿತಾಗಿ ವಿಶೇಷ ತನಿಖಾ ತಂಡವೊಂದನ್ನು ರಚಿಸಿ ತನಿಖೆ ನಡೆಸಬೇಕೆಂದು ಈ ತನಿಖೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಅಥವಾ ಹೈಕೋರ್ಟಿನ ಹಾಲಿ ಅಥವಾ ಮಾಜಿ ನ್ಯಾಯಾಧೀಶರೊಬ್ಬರ ಮೇಲುಸ್ತುವಾರಿಯಲ್ಲಿ ನಡೆಯಬೇಕು ಎಂದೂ ಆಗ್ರಹಿಸಿದೆ. ಈ ಮನವಿಗೆ ವ್ಯಾಪಕವಾದ ಜನಬೆಂಬಲದ ಅಗತ್ಯವಿದೆ. ಜತೆಗೆ ಸೌಜನ್ಯ ಪ್ರಕರಣದಲ್ಲಿ ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ದೋಷಪೂರಿತ ತನಿಖೆ ನಡೆಸಿ ಅಪರಾಧಿಗಳ ರಕ್ಷಣೆಮಾಡಿ ನಿರಪರಾಧಿಯನ್ನು ಶಿಕ್ಷಿಸಿರುವ ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳ (ಅಂದಿನ ತನಿಖಾಧಿಕಾರಿ ಮತ್ತು  ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ಅಧಿಕಾರಿ ಸೇರಿದಂತೆ) ವಿರುದ್ಧ ಸರಕಾರ ಕಠಿಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕೆಂದೂ ಸರಕಾರವನ್ನು ಒತ್ತಾಯಿಸಬೇಕಾಗಿದೆ. 

ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಸರಕಾರವನ್ನು ಒತ್ತಾಯಿಸಲು ಜಾಗೃತ ಕರ್ನಾಟಕದ ವತಿಯಿಂದ ಈ ಸಹಿ ಸಂಗ್ರಹ ಅಭಿಯಾನವನ್ನು ನಡೆಸಲು ಉದ್ದೇಶಿಸಿದೆ. ತಾವು ದಯಮಾಡಿ ಈ ಕೆಳಗೆ ಸಹಿ ಹಾಕುವ ಮೂಲಕ ಈ ಅಭಿಯಾನದಲ್ಲಿ ಭಾಗಿಯಾಗಬೇಕೆಂದೂ ಆ ಮೂಲಕ ಅನ್ಯಾಯವಾಗಿ ಹಿಂಸೆ ಅನುಭವಿಸಿ ಸಾವನ್ನಪ್ಪಿದ ಸಾವಿರಾರು ಅಸಹಾಯಕ ಜೀವಗಳ ಕುಟುಂಬಗಳಿಗೆ ನ್ಯಾಯ ಒದಗಿಸುವ ಮತ್ತು ರಾಜ್ಯಕ್ಕೆ ಬಂದಿರುವ ಕಳಂಕವನ್ನು ತೊಡೆಯುವ ಈ ಕಾರ್ಯದಲ್ಲಿ ಕೈಜೋಡಿಸಬೇಕೆಂದು ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ.

Soujanya murder & Dharmasthala serial killings: Demand for Judiciary  supervised SIT investigation

Subject: Request for Public Support to the Petition Seeking a Supreme Court/High Court-Judge/Ex-Judge Monitored Investigation into the Soujanya Murder Case and Allegations of Serial Killings and Secret Burials in Dharmasthala

Dear Fellow Citizens

We write as concerned citizens, compelled by conscience and deep alarm at the grave miscarriage of justice surrounding the shocking recent disclosures of mass secret burials of bodies of hundreds of persons, mostly women and girls in Dharmasthala in Karnataka (The News Minute Report). The most telling example of this was the much-discussed rape and murder of Soujanya, a 17-year-old student of Sri Dharmasthala Manjunatheshwara College, in October 2012 (The News Minute Detailed Report, ETNow Report), Times Now Report ).

Multiple investigations - first by local police, then CID, and finally the CBI- into the Soujanya case resulted in the framing of an innocent person whom the court acquitted eventually. However, both the CBI Special Court and later the Karnataka High Court acknowledged in their orders that there were serious, deliberate lapses by the local police in the initial handling of the case. These courts even called for disciplinary or legal action against the erring officers.

Yet to date, no meaningful action has been taken by the Government of Karnataka against those officials. This lack of accountability raises disturbing questions about institutional failure and possible complicity.
Matters have now become even more alarming with the July 2025 sworn testimony of a former sanitation worker, employed by the temple administration in Dharmasthala. He has revealed that he was forced under duress to bury or burn the bodies of hundreds of women and schoolgirls—many of whom appeared to have been victims of rape and murder. He has produced skeletal remains, photo evidence, and official employment records to support his claims. His statement has been recorded under Section 164 CrPC, and police have registered an FIR.
Given:

•    The unresolved and tainted investigation into Soujanya’s death,
•    The failure to act on judicial findings of police misconduct,
•    The credible and chilling allegations of mass crimes now surfacing, &
•    The potential influence of powerful individuals in suppressing truth,

We demand an impartial investigation by a Special Investigation Team headed by a senior police officer with impeccable record, and we also demand that this investigation should be monitored by a judge of the Supreme Court or a High Court covering:

o    The Soujanya case (2012)
o    The serial killings & secret burials disclosed by the sanitation worker
o    The inaction of the Karnataka Government in punishing police officials who identified by the judiciary for their deliberate lapses in the investigation of Soujanya case.
o    Ensure witness protection for all individuals, including whistleblowers

We ask for your signature and support in this urgent call for justice. This is not about assigning blame without evidence - it is about ensuring that the truth is uncovered and that the guilty, whoever they may be, are held accountable.
