Save the 45,000 Lakes in Karnataka - Reject the KTCDA Amendment Bill 2025

ಅಂತರ್ಜಲವನ್ನು ಮರುಪೂರಣ ಮಾಡುವ, ಪ್ರವಾಹದಿಂದ ನಮ್ಮನ್ನು ರಕ್ಷಿಸುವ, ಕೃಷಿಗೆ ನೀರುಣಿಸುವ ಹಾಗೂ  ಜೀವವೈವಿಧ್ಯತೆಯನ್ನು ಕಾಪಿಟ್ಟುಕೊಳ್ಳುವ - ಕರ್ನಾಟಕದ 45,000 ಕೆರೆಗಳು ನಮ್ಮ ರಾಜ್ಯದ ಜೀವನಾಡಿಗಳಾಗಿವೆ. ಆದರೆ ಇತ್ತೀಚೆಗೆ ಅಂಗೀಕರಿಸಲಾದ KTCDA ತಿದ್ದುಪಡಿ ಮಸೂದೆ- 2025 ಬಫರ್ ವಲಯಗಳನ್ನು ಕಡಿತಗೊಳಿಸುವ ಮೂಲಕ ಮತ್ತು ಪರಿಸರ ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶಗಳಲ್ಲಿ ನಿರ್ಮಾಣಕ್ಕೆ ಅವಕಾಶ ನೀಡುವ ಮೂಲಕ ಅವುಗಳನ್ನು ನಾಶಮಾಡುವ ಅಪಾಯವಿದೆ. 

Karnataka’s 45,000 lakes are the lifelines of our state — recharging groundwater, protecting us from floods, supporting agriculture, and sustaining biodiversity. But the recently passed KTCDA Amendment Bill 2025 threatens to destroy them by reducing buffer zones and allowing construction in ecologically sensitive areas.

ಇನ್ನೂ ಆಶ್ಚರ್ಯಕರ ವಿಷಯಯವೆಂದರೆ, ರಾಷ್ಟ್ರೀಯ ಹಸಿರು ನ್ಯಾಯಮಂಡಳಿ (NGT) ಅದರ ವಿರುದ್ಧ ಸ್ವಯಂಪ್ರೇರಿತ ವಿಚಾರಣೆಯನ್ನು ಪ್ರಾರಂಭಿಸಿದರೂ ಮಸೂದೆಯನ್ನು ಅಂಗೀಕರಿಸಲಾಗಿದೆ. ನಾಗರಿಕರು ಮತ್ತು ತಜ್ಞರನ್ನು ನಿರ್ಲಕ್ಷಿಸಲಾಗಿದೆ. ನಮ್ಮ ಪರಂಪರೆಯನ್ನು ರಕ್ಷಿಸುವ ಬದಲು, ಸರ್ಕಾರವು ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಲಾಬಿಗೆ ಪಕ್ಕಾಗಿ ಪಕ್ಷಪಾತ ಸಲ್ಲಿಸುತ್ತಿರುವಂತೆ ತೋರುತ್ತಿದೆ.

Shockingly, the Bill was pushed through despite the National Green Tribunal (NGT) initiating suo motu proceedings against it. Citizens and experts were ignored. Instead of protecting our heritage, the government appears to be serving the real estate lobby.

ಈ ಕಾನೂನು ಜಾರಿಗೆ ಬಂದರೆ, ಮತ್ತೆ ಪುನರುಜ್ಜೀವನಗೊಳಿಸಲಾಗದ ರೀತಿ ಪರಿಸರ ಹಾನಿ, ತೀವ್ರ ನೀರಿನ ಕೊರತೆ, ಆಹಾರ ಅಭದ್ರತೆ ಹಾಗೂ ನಮ್ಮ ನಗರಗಳಲ್ಲಿ ಉಲ್ಬಣಗೊಳ್ಳುವ ಪ್ರವಾಹಕ್ಕೆ ಕಾರಣವಾಗುತ್ತದೆ.

If implemented, this law will trigger irreversible environmental damage, water scarcity, food insecurity, and worsening floods in our cities.

ಈ ಅಜಾಗರೂಕ ಮಸೂದೆಯನ್ನು ತಿರಸ್ಕರಿಸಲು ಮತ್ತು ನಮ್ಮ ಕರೆಗಳನ್ನು ಹಾಗೂ ನಮ್ಮ ಭವಿಷ್ಯವನ್ನು ಉಳಿಸಲು ನಾವು ಕರ್ನಾಟಕದ ಗೌರವಾನ್ವಿತ ರಾಜ್ಯಪಾಲರಿಗೆ ಈ ಕೆಳಕಂಡಂತೆ ಮನವಿ ಮಾಡುತ್ತೇವೆ.

We appeal to the Hon. Governor of Karnataka to reject this reckless Bill and save our lakes — and our future.

ಕರ್ನಾಟಕವು ಊಹಿಸಲಾಗದ ಪ್ರಮಾಣದಲ್ಲಿ ಪರಿಸರ ಮತ್ತು ನೀರಿನ ಬಿಕ್ಕಟ್ಟಿನ ಅಂಚಿನಲ್ಲಿದೆ. ಇತ್ತೀಚೆಗೆ ಅಂಗೀಕರಿಸಲ್ಪಟ್ಟ ಕರ್ನಾಟಕ ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ (KTCDA) ತಿದ್ದುಪಡಿ ಮಸೂದೆ 2025 ನಮ್ಮ ರಾಜ್ಯದ ಜೀವನಾಡಿಗಳನ್ನು ನಾಶಮಾಡುವ ಬೆದರಿಕೆ ಹಾಕುತ್ತದೆ - ಶತಮಾನಗಳಿಂದ ನಿರ್ಮಿಸಲಾದ 45,000 ಅಂತರ್‌ಸಂಪರ್ಕಿತ ಕೆರೆಗಳು ಹಾನಿಯ ಅಂಚಿನಲ್ಲಿವೆ.

Karnataka stands on the brink of an environmental and water crisis of unimaginable proportions. The recently passed Karnataka Tank Conservation and Development Authority (KTCDA) Amendment Bill 2025 threatens to destroy the very lifelines of our state — 45,000 interconnected lakes and tanks built over centuries.

ಈ ಮಸೂದೆಗೆ ಒಪ್ಪಿಗೆ ಸಿಕ್ಕರೆ:

• ಕೆರೆಗಳ ಅವನತಿಯಾಗುತ್ತದೆ ಹಾಗೂ ಅವುಗಳ ಬಫರ್ ವಲಯಗಳು ನಾಶವಾಗುತ್ತವೆ.
• ಅಂತರ್ಜಲ ಕಲುಷಿತಗೊಳ್ಳುತ್ತದೆ, ನೀರಿನ ಲಭ್ಯತೆ ಕುಸಿಯುತ್ತದೆ.
• ಕೃಷಿ ಮತ್ತಷ್ಟು ಕುಸಿಯುತ್ತದೆ, ಆಹಾರ ಅಭದ್ರತೆಗೆ ಕಾರಣವಾಗುತ್ತದೆ.
• ಕೋಟ್ಯಂತರ ಮರಗಳು ನಷ್ಟವಾಗುತ್ತವೆ ಮತ್ತು ಲಕ್ಷಾಂತರ ಎಕರೆ ಕಾಂಕ್ರೀಟ್ ಆಗುತ್ತವೆ.
• ಉಷ್ಣತೆ, ರೋಗ ಮತ್ತು ಪರಿಸರ ನಾಶವು ರಾಜ್ಯವನ್ನು ಆವರಿಸುತ್ತದೆ.

ಇದು ಕೇವಲ ಕೆರೆಗಳ ಬಗ್ಗೆ ಅಲ್ಲ - ಇದು ನೀರಿನ ಭದ್ರತೆ, ಆಹಾರ ಭದ್ರತೆ ಮತ್ತು ಕರ್ನಾಟಕದ ಉಳಿವಿನ ಬಗ್ಗೆ.

If this bill receives assent:

• Lakes will be degraded and their buffer zones destroyed.
• Groundwater will be polluted, water availability will plummet.
• Agriculture will collapse further, causing food insecurity.
• Crores of trees will be lost and lakhs of acres concretised.
• Heat, disease, and environmental destruction will engulf the state.

This is not just about lakes — it is about water security, food security, and the survival of Karnataka itself.

ಮಸೂದೆಯನ್ನು ಏಕೆ ತಿರಸ್ಕರಿಸಬೇಕು:

• ರಾಷ್ಟ್ರೀಯ ಹಸಿರು ನ್ಯಾಯಮಂಡಳಿ (NGT) ಈಗಾಗಲೇ (ಜುಲೈ 2025 ರಿಂದ) ಈ ವಿಷಯವನ್ನು ಸ್ವಯಂಪ್ರೇರಿತವಾಗಿ ಅಪಾಯಗಳನ್ನು ಗುರುತಿಸಿ ಸರ್ಕಾರಕ್ಕೆ ನೋಟಿಸ್ ನೀಡಿದೆ. ಆದರೂ, ಮಸೂದೆಯನ್ನು ಸರಿಯಾದ ಪ್ರಕ್ರಿಯೆಯ ವಿರುದ್ಧ ಶಾಸಕಾಂಗದ ಮೂಲಕ ತಳ್ಳಲಾಯಿತು.

Why the Bill Must Be Rejected

• The National Green Tribunal (NGT) has already taken suo motu cognizance of the matter (since July 2025), recognizing the risks and issuing notice to the Government. Yet, the Bill was pushed through the legislature in defiance of due process.
• The Bill violates the Constitution and central environmental laws. If allowed, it will only trigger endless litigation and deepen the governance crisis.
• Even in the Assembly, shocking statements were made — including that “NGT has no jurisdiction over Karnataka” — which is legally false and an affront to the rule of law.
• The entire process has lacked transparency, public consultation, or expert review. Citizens, experts, and the judiciary were ignored.

Who Benefits?
The only clear beneficiaries are the real estate and builder lobbies. It is a brazen attempt to hand over previous protected areas for road and building construction! This Bill appears designed to hand over our lakes and commons to vested interests at the cost of citizens, farmers, and future generations.

Our Appeal
We, the citizens of Karnataka, humbly and urgently request you, Hon. Governor Shri Thawar Chand Gehlot, to:

• Reject the KTCDA Amendment Bill 2025 in the larger public interest.
• Alternatively, refer the bill to the Hon. President of India for wider constitutional scrutiny, given the grave violations involved.
• Uphold the Constitution, the rule of law, and the fundamental rights of the people of Karnataka to water, food, and a healthy environment.
• This is not just about governance — it is about survival. Please use your constitutional authority to save Karnataka from an irreversible disaster.

Save our lakes. Save our future.
