The Issue
பள்ளிக்கல்வி பாதுகாப்பு இயக்கம், தமிழ்நாடு, புதுச்சேரி
தமிழகத்தில் உள்ள 24,349 தொடக்கப் பள்ளிகளில்,
# 246 பள்ளிகள் ஏற்கனவே மூடப்பட்டு விட்டன.
# 3027 பள்ளிகளில் 10 மாணவர்களுக்கும் குறைவாக உள்ளனர்.
# 6635 பள்ளிகளில் 20 மாணவர்களுக்கும் குறைவாக உள்ளனர்.
# 5167 பள்ளிகளில் 30 மாணவர்களுக்கும் குறைவாக உள்ளனர்.
ஆக மொத்தம் 14,829 பள்ளிகளில், அதாவது 60.9% பள்ளிகளில் 30 மாணவர்களுக்கும் குறைவாகவே உள்ளனர்.
அதே சமயம்,39.1% தொடக்கப் பள்ளிகளில் அதாவது 9520 பள்ளிகளில் 30 அல்லது மேற்பட்ட மாணவர்கள் படிக்கின்றனர்.
ஒரு சில பள்ளிகளில் (மீண்டெழும் பள்ளிகள்), மாணவர் எண்ணிக்கை தொடர்ந்து தக்க வைக்கப்பட்டு வருகிறது அல்லது அதிகரித்து வருகிறது.
# அந்த பள்ளிகளில் தரமான கல்வியை கொடுத்துவரும் ஆசிரியர்கள் மற்றும் தலைமை ஆசிரியர்களே இதற்கு முதல் காரணம்.
# அந்த ஊர் பள்ளிக்கூட பெற்றோர்கள், முன்னாள் மாணவர்கள் உள்ளிட்ட உள்ளூர் சமூகத்தின் அக்கறை மற்றும் உதவி இரண்டாவது காரணம்.
# நல்ல கட்டுமான மற்றும் இதர வசதிகளை ஏற்படுத்த உதவும் புரவலர்கள் மூன்றாவது காரணம்.
∆ சாதனைப் பள்ளிகளின் தலைமை ஆசிரியர் உள்ளிட்ட ஆசிரியர்கள் சமூகத்தின் அர்ப்பணிப்பை எடுத்துக்காட்டாக காட்டி,
∆ அங்கே உள்ள முன்னாள் மாணவர்கள்,பெற்றோர்கள் உள்ளிட்ட உள்ளூர் சமூக அக்கறையை, ஈடுபாட்டை சுட்டிக் காட்டி,
∆ நலிந்துவரும் அரசுப் பள்ளிகளை மீண்டெழும் பள்ளிகளாக மாற்றுவது இந்த காலகட்டத்தின் அவசியம். அதற்காக,
நலிவடைந்து வரும் பள்ளிகளின் ஆசிரியர்கள் மற்றும் உள்ளூர் சமூகம்
முன்வருமாறு, வேண்டுகோள் வைத்து பயணிக்க, மாநிலம் தழுவிய மக்கள் சந்திப்பு கலை மற்றும் பிரச்சார பயணத்தை ஜனவரி 22 தொடங்கி 31 வரை 100 க்கும் மேற்பட்ட ஊர்களில் நடத்துவது என்று பள்ளிக்கல்வி பாதுகாப்பு இயக்கம் முடிவெடுத்துள்ளது.
அரசு பள்ளிகள் ஏன் தேவை?.
✓அரசு பள்ளிகள் பல்வேறு சமூகத் சூழலில் இருந்து வரும் குழந்தைகள், ஒன்றாக சேர்ந்து பல்வேறு சமூக பின்னணியை புரிந்து கொண்டு கல்வி பயிலும் இடம் அரசு பள்ளிகள்.
✓குழந்தைகளிடையே நட்புறவை வளர்த்து, பரிவையும், சகிப்புத் தன்மையும், ஒற்றுமையும் வளர்த்தெடுத்து, வெற்றித் தோல்விகளை சமமாக உணரச் செய்யும் இடம் அரசு பள்ளிகள்.
✓மனித நேயம் வளரவும் மாணவர்கள் திறன் மேம்படவும் வாழ்வியல் கல்விகளை, வளர்த்தெடுக்கும் இடம் அரசு பள்ளிகள்.
அரசுப் பள்ளிகளை ஏன் காக்க வேண்டும்?
✓நமது வரி பணத்தால் உருவான இயங்கி வருகிற அரசு பள்ளிகளில், எந்த குழந்தையும் விடுபடாமல் பார்ப்பதும், அவர்கள் திறன்மிக்க மனித வளங்களாக மாற்றப்பட வேண்டும்.
கல்வி பெறுவது எல்லாக் குழந்தை களுக்கும் சட்டப்படி யான உரிமை அது.
அரசு பள்ளிகள் நலிவடையாமல் இருக்க:
✓அரசே மழலையர் வகுப்பை எல்லா தொடக்கப் பள்ளிகளிலும் துவங்கி முன்பருவக் கல்வி வழங்கிட வேண்டும்.
ஆங்கிலத்தில் சரளமாக பேசவும், எழுதவும் அரசு பள்ளிகளின் தொடக்க வகுப்புகளிலிருந்தே
சிறப்பு பயிற்சி அளிக்க வேண்டும் .
ஆங்கிலம் தவிர்த்த மற்ற பாடங்களை தமிழ் வழியில் நடத்த வேண்டும் .
தொலைதூர கிராமத்தில் இருந்து அரசு பள்ளிகளை நோக்கி வர இயலாமல் தவிக்கும் மாணவர்களுக்கு உதவிட வாகனங்கள் நிச்சயமாக இயக்கப்படவேண்டும்.

- And revive Mother-Tongue Medium of Education.

Among the total 24349 Primary schools in Tamil Nadu ,
- 246 schools have already been closed.
- 3,027 schools have fewer than 10 students.
- 6,635 schools have fewer than 20 students.
- 5,167 schools have fewer than 30 students.
Total of 14,829 schools, or 60.9% of primary schools, have fewer than 30 students. Only 9,520 schools, or 39.1% of primary schools, have 30 or more students.
Only few schools , referred as"reviving schools," enrolment is sustainable and increasing.
The main reasons for Reviving :
- Better Governance of quality education by Class Teachers and HMs.
- The concern and support of the local community, including parents and Alumni.
- Involvement of Patrons as Individuals or Group in the Development of School Infrastructure.
Need of the Hour:
Understanding the above and recognising the present need to transform the struggling schools to sustaining schools , PKPI has decided:
- To organise a statewide public outreach campaign involving meetings, cultural programmes and advocacy by Showcasing the model of the reviving schools.
- The campaign will begin on January 22 and continue until January 31, covering more than 100 towns and villages.
- The campaign will appeal to teachers, alumnis and local communities to come forward and help struggling government schools regain their strength.
Why do we need Govt. Schools?
✓ Government schools provide a common space where children from diverse social backgrounds come and learn about each other and develop a holistic society.
✓ Government schools foster friendship, compassion, tolerance, and unity among children. They also teach children to accept success and failure with equanimity.
✓ Government schools nurture human values, develop students' abilities, and impart life skills that help them grow into capable individuals.
Why must we protect government schools?
✓ Government schools built on the basis of public funds and its sole purpose is to serve and educate each and every child and facilitate them to a learned member of this society.
Every child has a legal right to education.
What must be done to prevent the decline of government schools?
✓ The government must introduce Pre school (LKG and UKG) classes in every primary school .
✓ Special trainings must be provided from the primary classes onward to enable students in government schools to speak and write English fluently.
✓ All subjects other than English should be taught through Mother Tongue (Tamil).
✓ Transportation should be arranged to help children living in remote villages struggle to travel to government schools.
