Около 800 собственици на частни имоти около плаж“ Корал” в землището на с. Лозенец са засегнати от промените в закона за устройство на черноморското крайбрежие(ЗУЧК), включително и такива които към момента са урегулирани. Тези промени предвиждат забрана за строителство на 500 метра от плажа, но това надскача идеята да се ограничи строителството единствено и само около плажа. Законопроекта не е придружен от адекватна оценка за въздействието, а предвиденият механизъм за обезщетение е неясен и неефективен. Ние подкрепяме идеята териториите около плаж “ Корал “ да бъдат опазени от вредна намеса и строителство но предвидената зона е с твърде голям обхват и засяга прилежащи части от с. Лозенец и урбанизирани вече такива. За да бъде защитен интереса на местните хора и засегнатите собственици на частни имоти молим Президента да въведе ВЕТО над закона или редуциране на зоната. Тъй като нямаше публичност и прозрачност преди гласуването на тези промени и няма ясен механизъм как ще бъдат обезщетени собствениците на засегнатите имоти, които ще загубят статута на земята си. Никой от вносителите на тези промени не си е направил труда да посети района, който се ограничава с тази защитена зона и това води до парадокс да се защитава зона която вече е застроена. В 50% от тази зона вече има застроени обекти, а се отнема възможността на другите собственици да реализират своите намерения.
Местните хора остават с усещането че това е закон прокаран от позицията на силата без адекватна оценка на въздействието и тази несправедливост и липса на баланс дразни хората.
Молим, всички засегнати от промените или просто желаещи да застанат срещу тази несправедливост да подпишат Петицията за ВЕТО над ЗУЧТ.

Justice for Bulgarian Landowners: Petition Against Unfair Restrictions in the Urban Planning and Building Law (ЗУЧК) on the Black Sea Coast
Around 800 owners of private properties around Coral beach in the village of. Lozenets are affected by the recent changes in the urban planning and building permissions on the Black Sea coast, including mostly land that currently has existing planning permission. These changes foresee a ban on any construction within a 500 meters radius from the beach, but this goes beyond the idea of limiting construction only around the beach. The unfair and unjust Bill is not accompanied by an adequate impact assessment and the compensation that will be provided to landowners is vague and ineffective (this means that landowners, including those with existing planning permission, will not be able to build on their family owned land which has been passed down many generations, moreover will not be compensated in any way for these restrictions by any institution or the government that passed the said bill). Also, these planning permission restrictions result in a significant loss of value of the land for the more than 800 hard working landowners (the land becomes worthless as it can only be used for farming) .We support the idea that the areas around Coral beach should be protected from harmful interference and construction, but the area envisaged is way too large and even affects nearby parts of the village of Lozenets and already urbanised areas. In order to protect the interest of local people and affected private property owners we ask the President to introduce a VETO above the law or a reduction of the zone. As there was no publicity and transparency before these changes were voted and there is no clear mechanism on how affected property owners who will lose their land status will be compensated. None of the supporters of these changes has bothered to visit the area bounded by this conservation area zone of 500m and this leads to the contradiction of protecting an area that is already built up. 50% of this area is already developed and the opportunity for other owners to realise their intentions is being taken away with no compensation in place. We believe this is very unfair and once again urge the president of Bulgaria to place a Veto on the proposed bill or at least reduce the affected zone.

800 Local people are left with the feeling that this is a law pushed from a position of power without adequate impact assessment and this unfairness and lack of transparency irritates the local people.
We ask that all those affected by the changes or simply wishing to take a stand against this injustice to sign this Petition for VETO over the Restrictions in the Urban Planning Law (ЗУЧК) on the Black Sea Coast. Thank you for reading!
