Dear ladies and gentlemen, cynologists and dog lovers! We are your colleagues - breeders, owners of purebred dogs from Ukraine and members of the UKU (the Ukrainian Kennel Union), the FCI (the Fédération Cynologique Internationale) Full Member. 

You, of course, observe that Ukraine has been waging a horrible war with the Russian aggressors and invaders for the second year. In this war a lot of dogs, their owners, members of the UKU and, probably, your friends, whom you met in the ring, died. The quantity is now impossible to calculate. You can see some stories, eyewitness accounts, photos and videos on the UKU website here. But it's not about that now.

According to the Mission Statement the “FCI is responsible for safeguarding pedigree dogs’ health”. The Russian Federation has made it impossible for people and dogs to live safely in Ukraine. We are very sorry to admit that the FCI still keeps citizen of Russia in the Committee, allows them to attend the FCI events, FCI judges visit and judge the dog shows in the Russian Federation and, the most importantly, has not suspended the membership of the RKF, which is required by the Statute of the FCI.

We are outraged by the fact that Ekaterina Domogatskaya (Head of RKF International Department) is a member of the FCI Committee for Dog Welfare and Health. She represents the Russian Federation that kills dogs and their owners in Ukraine. We think she cannot and must not be a defender of dog’s health and well-being in the rest of the world.

In our opinion the presence of representatives of the RKF at the FCI General Assembly is neglecting of moral values, it insults and humiliates the memory of our and your colleagues who died. 

According to Article 14 of Statute - Suspension of Membership or Contract Partnership rights, Paragraph 14.1. “The General Committee can, with immediate effect, provisionally suspend all or part of a Member's Membership rights or of a Contract Partner's Partnership rights in the following cases: … 

c) serious violation by that Member or Contract Partner of the FCI Governing Rules; 

d) if the conduct of that Member or Contract Partner is contrary to the Aim of the Association and/or if it harms the Association or any of its Members or Contract Partners;…”

We think that no one has any doubts that the RKF is an organization that supports the aggression of its state. At dog shows under the auspices of the RKF, help is being collected for the soldiers of the Russian army who are killing people in Ukraine. For example, at the show in Arkhangelsk (the RF) on May 28, 2023, aid was collected for the participants of military action in Ukraine. Show judges were All-breed FCI International Judges Oleg Gorbachevsky and Irina Solovieva. 5% of the dog show fee of the “Grand Canis 2022” show, held on November 5, 2022 in Belgorod, was transferred to the Russian Army Assistance Fund. Show judge was All-breed FCI International Judge Shamil Abrakimov. Please open the follow link and get proof  here. There are other examples as well. Do you need more proves? 

We conclusively state that the RKF seriously violates the FCI Governing Rules, harms another member of the FCI - the Ukrainian Kennel Union and supports the aggression of the Russian Federation towards Ukraine. 

We are outraged by the fact that the FCI judges also take part in RKF shows, for example, All-breed FCI International Judges Nikolas Pineiro (Argentina), Zlatko Jojkic (Serbia), Nemanja Jovanovic (Serbia) were judges at the dog show of all breeds “In Memory of L.P. Sabaneev 2023”.

Collaboration with RKF violates the Governing Rules and damages the international image of the FCI. This policy of the FCI inconsistent with principled position of the European Union, whose countries provide comprehensive support to Ukraine and impose harsh sanctions on Russia.

On behalf of the members of the UKU, breeders and owners of purebred dogs in Ukraine, we ask you to support our initiative and petition to the General Committee and to the Executive Committee of the FCI.

We demand from the FCI:

• to suspend all RKF Membership rights in accordance with article 14, paragraphs 14.1c and 14.1d;
• to exclude Ekaterina Domogatskaya from the FCI Committee for Dog Welfare and Health;
• disqualify All-breed FCI International Judges Oleg Gorbachevsky, Irina Solovieva and Shamil Abrakimov;
• prohibit judges with the FCI judge status to take part in and judge dog shows in the Russian Federation;
• to exclude the RKF delegation as well as individuals who are citizens of the Russian Federation from participation in any events organized by the FCI, including General Assembly but not limited to all events in which the FCI is a partner.

Шановні пані та панове, кінологи, шанувальники собак! Ми ваші колеги, заводчики, власники чистопородних собак з України, члени Кінологічної спілки України (КСУ), повноправного члена FCI (Міжнародної Кінологічної Федерації).

Ви, напевно, знаєте, що в Україні другий рік поспіль йде страшна війна із захисту своєї країни від Російської агресії. Безліч собак вже загинуло під час цієї війни, загинули їхні власники – мирні громадяни, серед яких члени КСУ і, можливо, ваші друзі чи знайомі, яких зустрічали у ринзі чи знаєте з листування. Число загиблих поки що неможливо підрахувати.  Дещо з розповідей та свідчення очевидців, фото та відео зібрані на сайті КСУ . Але зараз не про це.

Згідно з формулюванням Місії: «FCI несе відповідальність за охорону здоров'я чистопородних собак». Російська Федерація унеможливила безпечне проживання людей і собак в Україні. Ми обурені, що досі до складу Комітету FCI входить громадянин РФ, FCI не перешкоджає громадянам Росії у відвідуванні своїх заходів, судді FCI відвідують та судять виставки у РФ і, найголовніше, досі FCI не призупинив членство РКФ, хоч це дозволяє Статут.

Ми обурені тим, що членом Комісії FCI з благополуччя та здоров'я собак є Катерина Домогацька (Керівник Міжнародного відділу РКФ). Вона представляє країну, що вбиває собак та їхніх власників в Україні. Ми вважаємо, що представник країни-агресора Домогацька не має права і не повинна називатися захисником здоров'я та благополуччя собак в усьому світі.

На нашу думку, присутність представників РКФ на Генеральній Асамблеї FCI є зневагою до моральних цінностей та цинічною образою пам'яті загиблих колег.

Відповідно до статті 14 Статуту FCI – призупинення прав Членства або Договірного Партнерства, пункт 14.1. «Генеральний Комітет може з негайним набранням чинності тимчасово призупинити всі або частину прав членства Члена або прав Контракт-партнера у таких випадках:

c ) серйозне порушення цим Членом або Контрактним партнером Головних Правил FCI ;

d ) якщо поведінка цього Члена або Контракт-партнера суперечить цілі Федерацї та/або якщо вона завдає шкоди Федерації або будь-якому з її членів або партнерів;

Безсумнівно, що РКФ є організацією, яка підтримує агресію своєї держави. На виставках під егідою РКФ збирають допомогу бійцям російської армії, що вбивають мирних мешканців в Україні. Наприклад, на виставці в Архангельську (РФ) 28 травня 2023 року збирали допомогу учасникам війни в Україні. Суддями виставки були судді FCI по всіх породах Олег Горбачевський та Ірина Соловйова. 5% від виставкового внеску виставки «Grand Canis 2022», яка відбулася 5 листопада 2022 року у Бєлгороді, перераховано до Фонду сприяння армії РФ. Впевнено констатуємо, що РКФ грубо порушує Головні Правила FCI, завдає шкоди іншому члену FCI – Кінологічній Спілці України та підтримує агресію Російської Федерації щодо України.

Нас обурює також той факт, що деякі судді FCI беруть участь у виставках РКФ, наприклад, на виставці собак всіх порід «Пам'яті Л.П. Сабанєєва 2023» судили Nikolas Pineiro (Аргентина), Zlatko Jojkic (Сербія), Nemanja Jovanovic (Сербія).

Співпраця з РКФ порушує Правила FCI та завдає шкоди міжнародному іміджу FCI. Така політика FCI несумісна з принциповою позицією Євросоюзу, країни якого надають всебічну підтримку Україні та запроваджують жорсткі санкції щодо Росії.

Від імені членів КСУ, заводчиків та власників чистопородних собак України просимо підтримати нашу ініціативу та звернення до Генерального комітету та до Виконавчого Комітету FCI.

Ми вимагаємо від FCI:

• призупинити всі права членства РКФ відповідно до статей 14, пунктів 14.1c та 14.1d.
• виключити Катерину Домогацьку з Комітету FCI з благополуччя та здоров'я собак,
• дискваліфікувати міжнародних суддів FCI всіх порід Олега Горбачевського, Ірину Соловйову та Шаміля Абракімова,
• заборонити суддям зі статусом судді FCI брати участь і судити виставки у Російській Федерації,
• виключити делегацію РКФ, а також фізичних осіб, які є громадянами Російської Федерації, від участі в будь-яких заходах, що організовуються FCI , у тому числі Генеральної Асамблеї, а також усіх заходів, у яких FCI є партнером.
