Richard Payne is a dedicated elected official serving on the White Plains City Council in New York. A downtown White Plains resident since 2007, Payne has a long history of public service, following in the footsteps of his family as a third-generation elected official. He has over 20 years of experience as a civic emergency services volunteer, including roles as a firefighter and ambulance corps member. Payne previously served on the White Plains Planning Board and the Downtown Transit District Task Force. A graduate of Manhattanville College, he also has a background as a ship's captain and holds an FAA Part 107 Pilot’s license. His leadership is marked by a commitment to community development and public safety
