The Government of Gibraltar is a parliamentary democratic government operating under the British Overseas Territory. The Governor, as the representative of the British Monarch, holds the executive authority, although this is typically only used for ceremonial purposes. The Chief Minister, who represents the majority party in the legislature, holds the highest political office. Gibraltar's government holds local responsibilities, whereas defense and foreign relations are managed by the UK government. The Gibraltar Parliament, consisting of 17 elected members, handles legislative matters.
