David Clive Wilson, Baron Wilson of Tillyorn, is a distinguished British administrator, diplomat, and Sinologist, born in 1935 in England. He is notably known for serving as the penultimate Commander-in-Chief and 27th Governor of Hong Kong from 1987 to 1992. Wilson also represented the British Monarch as the Lord High Commissioner to the General Assembly of the Church of Scotland in 2010 and 2011. After a long tenure as a crossbench member of the House of Lords, he retired in February 2021.
