It seems like Canada will implement hotel quarantine for all those entering Canada. Furthermore, it would be at the cost of the traveller!!!

Many people travel to visit immediate family, which are sometimes in distress, or for medical reasons. Usually these aren’t considered essential to be exempt from quarantine. Forcing those that return from such trips to isolate in an hotel would be very distressing. Especially those that are underprivileged and can’t afford a 2 weeks catered stay in an hotel. 

Hotel quarantine isn’t COVID foolproof. A recent outbreak in Australia has been attributed to hotel quarantine. If the issue is a lack of compliance, than we should revamp enforcement of the existing quarantine regulations. 

But please don't lock up law abiding citizens. Quarantine at home is difficult enough.
