This reform would:
• Encourage a national presumption of shared parenting where appropriate and in the best interest of the child
• Modernize outdated federal incentive structures to prioritize family cooperation, parental involvement, and child well-being — not enforcement metrics alone
• Increase transparency and accountability within Title IV-D child support enforcement practices
• Encourage modernization of family court systems to better reflect equal parenting and child-centered outcomes
• Protect children’s financial support while also protecting meaningful parent-child relationships
• Promote healthier co-parenting dynamics that reduce conflict and strengthen long-term family stability
