Delays on traffic signals at dangerous intersections

On Saturday night at the intersection of RT 72 and Graystone Road in East Petersburg, PA two siblings 18 year old Leonard Kasper and his sister, 21 year old Brandie Kasper were killed in a fiery crash when they were broadsided by a car carrier tractor - trailer. The impact ignited a fire burning both vehicles. The two siblings were pronounced dead at the scene from thermal burns and smoke inhalation. This intersection which has an instant light without a delay before changing from green to red, has been the site of numerous accidents. Many complaints have been lodged on social media but the calls for change have been unanswered. This is a major highway that goes to a auto auction a few miles away. The other issue is that at or near the light the speed limit drops from 45 mph to 25 mph making it nearly impossible to slow or stop a vehicle of any weight. This intersection as well as any other intersections with the same timing must immediately be addressed by The PA Department of Transportation and East Petersburgh Borough. These deaths were preventable and it's time for those responsible to step up. I can't even imagine the pain the family is going through. Please help bring this issue to light.
