As we know that the current situation led by the nobel Corona virus (COVID-19) is getting worse day by day. After the initiative taken by Indian government of unlocking the country leads to a huge jump in the number of patients and death effected by the virus and all of us know that this is not the right time to unlock the country but in the verge to stabilise the economic fall of the country it is practised.
This pandemic impact's on everyone's life,wether he/she is a Student,Teacher, Employees, Businessman,Daily wage workers or any other. To reduce the intensity of spreading of the virus,Bihar government extends the lockdown till 30th of June 2020. For Students safety UGC has released some guidelines regarding the promotion of 1st 2nd and 3rd year students to the next semester.They gave the option to conduct the exam on centers with social distancing or taking exam online or to promote them on their previous academics performance.
Giving exam on center -: (i) It is difficult to reach at exam centers as most of the students are from other cities/states where the college is situated.
(ii) It is dangerous to travel as cases are increasing day by day.
(iii) If students come to the center practically it is not possible to maintain social distancing as all the students have to wait for the opening of the gate for entry or exit.Social distancing can be practised in the center but outside the centre it is quite difficult.
(iv) We will face lodging and fooding difficulties as some of the places are in red zone or containment zone where the restrictions are still practising.
(v) Parents are refusing to allow to travel anywhere out of the city.
(vi) Most of the colleges haven't conduct the midesem exam yet.
(vii) Yet our syllabus has not been completed. Most of the subjects has 80% syllabus left. Some faculties provide their notes but only notes can't clear our doubts and cover the syllabus.
Conducting Online Exam -: (i) It is difficult to give online exam as internet speed is not stable.
(ii) For giving online exam one should have bundles of resources like laptop/Pc, webcam, mic and internet speed of 512 kbps etc.which is not available to most of the students.
(iii) Most of the students of AKU belong to remote areas or village areas where mobile network is a big issue.
(iv) Electricity powercut is also a big reason in failure of giving online exam students who give exam through their computers.
(v) Giving exam from other places of the city like cafe is also not possible beacause of sealed regions(containment zones and red zones) and internet speed.
Recently an article was published in news paper that a college in Israel is effected by COVID-19 as one of the student was found positive.The college becomes the hotspot as 7000 people including students,teachers and workers were quarantine due to the positive case.This case leads to increment of positive cases around 290 in a day. If this happen to our state or country then we can imagine how worse will be the situation.
We request you to promote us by following the UGC guidelines. As our state condition and students problem are different from any other states.
We request you to take decision on this as soon as possible so that students can decide that how they can utilize this time.By enhancing their skills learning on different MOOC platforms or preparing for the exam.

Randy Daniels 56 was a loving companion, a father/grandfather, a brother, an uncle, a family man, a friend, and a co-worker who treated everyone he came in contact with FAVORABLE!!! Randy had an effect on people that made you heavily anticipate the next time you would come in contact with him. Randy was someone who made EVERYONE feel like they were important regardless of their background or struggle. Randy was also a provider to many and did so without thought.
On Friday November 9, 2018 Randy Daniels left home from his family heading to his place of employment (Kimberly Clark) in Conway, Arkansas. Friday night came and Randy never made it home. It immediately made his family disturbed because it was unusual for him to not be in contact with several of his family members or friends. His family became frenzied contacting his job, other family members, and friends seeking information about his whereabouts. His job (Kimberly Clark) said that he never returned after his lunch break and that he never contacted them with reason. Randy loved his job so hearing that he never contacted management regarding his absence really made his family hysterical.
Saturday came, 12 days before Thanksgiving Day and his 57th birthday... still nobody had any answers. Randy was well known and loved so it made everyone connected to him especially in Conway, AR search for him without ceasing. Still... Nobody had any answers. At this point everybody had a terrible feeling that something awful had occurred. He nor his car were nowhere to be found or seen. The search continued... A couple of days past and his family never heard from him again!
That was until Monday morning around 10:30am when police were notified that a car and a body of a man that fit the description of Randy Daniels mysteriously appeared in Salem Park Apartments (less than 4 miles of his job). Randy's family was contacted by Conway Detectives to confirm that it was him and they quickly ran to the scene to witness their loved one shot dead inside his vehicle wearing his Kimberly Clark uniform. His family members, friends, and hundreds of others around the world watched his deceased body shown live on Facebook Live while being videoed/published by the Log Cabin Democrat.
Wednesday morning detectives quickly developed a suspect "BRAYLAND JOHNSON" who had a history of criminal intent! "Brayland Johnson" was also a co-worker of Randy Daniels at Kimberly Clark. Brayland Dejaun Johnson was charged with CAPITAL MURDER in connection to Randy Daniels' killing and his accomplice Kevin Lamont West II was charged with hindering apprehension or prosecution and tampering with evidence for helping relocate Randy Daniels' body. There was apparent coagulated blood that appeared to have come from the victims mouth. There was also apparent blood around his shoulder. Randys' body was cold and rigor mortis was present."
Detectives of Conway went to Kimberly Clark to review video surveillance which pinpointed Brayland Johnson as the key suspect. Brayland was seen getting into the passenger side of Randy Daniels' vehicle around 11:49a.m. Soon after, a red Dodge Charger pulls up and Johnson reportedly gets in it but Randy never gets out of his vehicle. Fourteen hours later, the same Dodge Charger is seen pulling up to Randy Daniels' vehicle and entered the front driver side of Daniels vehicle. A few minutes later, Randys' vehicle was backed out of the parking spot and exited the parking lot. The red Dodge Charger left at the same time ahead of the victims' vehicle. Both vehicles appeared to be traveling the same direction. "The affidavit states, also noting the victim's vehicle erratically flashed its brake lights and blinkers before taking off around 2:15 a.m. Nov. 10, most likely because the offender was attempting to sit on or next to the victim in the car to drive it off and was bumping controls."
According to the affidavit, authorities located the suspected murder weapon --a 22. caliber handgun on Brayland Johnsons nightstand after searching his apartment. While police searched Johnsons' apartment, Kevin West admitted that he knew Daniels had been killed.
The family is aware that truthfully they will never receive justice for their loved one being that his life was shortened and taken away cold blooded without reason. They however do believe that BRAYLAND JOHNSON should be prosecuted to the fullest for the murder he premeditated and carelessly committed.
With many similar events happening around the world this situation is occurring too much and Americans are aware that sometimes the criminal justice system seems to work in favor of the criminal versus the victim/family. Being that there are so many corresponding cases many victims in America are treated like a NUMBER because it can cost hundreds of thousands to millions for ongoing murder cases.
PLEASE SIGN THIS PETITION IN HOPES THAT JUSTICE WILL BE SERVED AND NOT ONLY WILL JUSTICE BE SERVED FOR RANDY DANIELS...BUT JUSTICE BE SERVED FOR FAMILIES AROUND THE WORLD WHO ARE ENDURING THIS TRAGEDY. Especially African American families because they are the least recognized.

I really think that the County Council should interact with those whom may be affected by the Ride London 100 and also the UCI races held in the area.
The residents should be informed and brought into discussion's about routes and road closures that may come into effect during such high profile events.
Although it may not be interesting to local residents effected by road closures. Cycling is a popular and ever growing pass-time, with thousand's of people taking to their bicycle ever day, whether that be for pleasure or as part of their daily commute. The bicycle is a great vehicle to get around.
The comments in Mr Huggins petition worry me slightly that the Council do not keep their communities informed, especially in how their taxes are spent. Everyone who pay's tax in the UK, pays for road maintenance all over the country, the people of Surrey seem to think that their tax is solely spend on the roads of their county for the sole purpose of using their car's to get about and many seem to think that cyclist's should not be using the road, because they do not pay "Road Tax", maybe they do not understand that "Road Tax" was abolished in 1937 as laid out here http://www.politics.co.uk/reference/vehicle-excise-duty

Now to focus on Mr Huggins statement's in quote marks
"Apart from the obvious dangers to cyclists, Surrey roads are not suitable."
Any road is suitable to be cycled on apart from Motorway's, as laid out in the Highway Code.
"Surrey County Council have, without consultation, decided it would be a great idea to use Surrey as a race track.”
The Ride London 100 is NOT a race, but a cyclosportive, the ride is a 100 mile, organised, mass-participation cycling event, to be held annually. It a challenge rather than a race.
"This prevents residents of Surrey from leaving their own property and going about their normal business.”
This needs to be discussed with the residents affected, as a cyclist from a small village myself, I understand both sides to the argument for and against closing all the roads in and out.
"The road closures were a necessary inconvenience during the Olympic Games but now it looks like Surrey County Council are to make this an annual event. "
This is all part of the Government's "legacy" where events should be held annually, following the huge success for the Olympics in 2012.
"This is all very well but residents of Surrey are pestered and annoyed by cyclists (practising months in advance of the event) who ride the route in very large numbers from very early in the morning shouting at each other (have you tried talking whilst riding your bike?) and riding in large groups sometimes three and four abreast or in strings of riders making it virtually impossible for the poor old motorist, many of whom are elderly, to overtake.
Cyclist's are encourages to "take the lane" and not ride in the gutter, also riding abreast of each other is quite legal and even suggested in the highway code. It may be a nuisance to some of the residents on the route, but have they thought about the money that people bring into the area, those of us who are not local need somewhere to stay, also food and drink. The numbers of entries were past 55,000 in the ballot for Ride London 100 within two days, proving that it’s a very popular event.
"Traffic violations are common and it is only a matter of time before there is a major accident with the possibility of the loss of life. It will of course be the motorists fault. "
Yes, it will be the motorists fault if it turns out to be they are the violator of the law.
"Have Surrey County Council considered the number of heavy goods vehicles using the roads. The route chosen is all enclosing and no provision has been made for vehicular crossing points. So to facilitate a bike ride many Surrey residents are to be confined to their homes from 5 am until 9 pm."
With it being a mass participation event, the need for such a long closure is clear, with cyclists being sent off in "waves" and riding at different speeds, a rolling road block is not feasible for such a large event.
When this petition reaches the required signatures, I shall put it to Surrey County Council in opposition to any petition submitted by Mr Huggins against the Ride London 100 event going ahead and its riders being kept safe by closing certain roads for the day, I do understand that Ride London are holding a review of everything that happened in 2013 and as part of that, are reviewing the route. Maybe Mr Huggins would be better served consulting with Ride London over the matter of road closures, rather than trying to put pressure on the county council to stop this well supported event from taking place.
