    Eliminate Oral Board Examinations for ABPMR Initial Certification

    WE, the undersigned physicians oppose the continued administration of Part II Certification Examination (oral boards) administered by the American Board of Physical Medicine and Rehabilitation (ABPMR) and demand that ABPMR work with their future and present members to transform the current state of board certification examination to meet the current and future needs of both physiatrists and our patients for the following reasons: 1. Board eligibility and board certification is essentially a requisite in working in the field of physical medicine and rehabilitation; 2. Board eligibility expires within a fixed amount of time after completion of a physical medicine and rehabilitation residency; 3. Board certification examinations should provide a minimum threshold to protect the public and ensure minimum standards for working in the field of physical medicine and rehabilitation; 4. Oral examinations have problematic issues of validity and reliability; 5. Other physiatry board counterparts have either waived or are reanalyzing the necessity of the oral boards including the Royal College of Physicians and Surgeons of Canada and the American Osteopathic Board of Physical Medicine and Rehabilitation; 6. Any published study written by ABPMR are inherently biased and furthermore such studies suggest a positive correlation between milestone competencies (reflecting expectations in residency) to Part I scaled scores but no predictive correlation between milestone competencies and Part II.  (Francisco, Gerard, Yamazaki, Kenji, Raddatz, Mikaela, et al. Do Milestone Ratings Predict Physical Medicine and Rehabilitation (PM&R) Board Certification Examination Scores?. This suggests that Part II and residency programs are not aligned in the expectation of competencies of physiatrists; 7. Keeping an exam purely as a rite of passage does not protect our patients or the physiatrists who dedicated their passion and livelihood for their patients; 8. Other specialties that regularly care for a significantly more acutely sicker population and often require quick decision making have eliminated oral examinations such as: family practice, internal medicine, pathology, diagnostic radiology, neurology, pediatrics, and psychiatry; 9. Neurology is the closest counterpart to physical medicine and rehabilitation and does not require an oral examination even though they run high intensity emergent stroke codes as well as rapid responses and code BLUE and thus require fast and deliberate thinking and yet board certified neurologists are competent and privileged to work at their highest level; and 10. Psychiatry does not require an oral examination even though they deal with patients with equally complex psychosocial issues as physical medicine and rehabilitation and yet board certified psychiatrists are competent and privileged to work at their highest level.

    Extend the IBT (Initial Basic Training) Cert for Motorcyclists 2021

    Last year (2020), as a result of COVID restrictions, new regulations were introduced by the Minister for Transport, Tourism and Sport in April that extended the validity period of a certificate that expired from 1 March to 30 June 2020 by four months.  This year (2021) we have seen more (lengthier) restrictions from December 2020 that are currently still in operation.  Due to these Level 5 restrictions, driving tests have been postponed unless applicants are "essential workers", and the waiting times for tests have increased.  Now, motorcycle test applicants are at risk of their IBT certificates expiring. The knock-on effect of this is that L permit motorcyclists will not be able to take a test unless they retake their expensive IBT training, and can't use their motorcycles as they won't be insured. We are petitioning the RSA and the Department of Transport for an extension on the expiry date of IBT certs in line with those given in 2020 to give motorcyclists an opportunity to take their tests.

    Allow occupational therapists to conduct initial home care evaluation

    Under current legislation, clients who receive home health care services may only be initially assessed by a Registered Nurse (RN), Physical Therapist (PT), or a Speech-Language Pathologist (SLP). There are many instances where a client may require the skills rendered by an Occupational Therapist (OT). We are advocating for the bill introduced by Representative Patrick Meehan entitled H.R. 3820-Medicare Home Health Flexibility Act of 2017. The passing of this bill would allow an OT to initiate an assessment on a client, therefore determining first hand if the client qualifies for Occupational Therapy services.

    Make scanning for microchips MANDATORY on pets initial visit!

    I’ve recently had my yorkie, Chloe, stolen after she got out of my fenced in backyard. The lady that took Chloe brought her directly to the Veterinary Clinic to claim ownership of her by having a technician place a microchip in her. The problem was this lady that took her claimed Chloe was hers and the technician never scanned Chloe for a microchip. If she had they would have known I, the owner, already had Chloe chipped for years. I could of had my dog back the same day she was stolen! Chloe was brought back to me two days later by the lady that took her because I made a public outreach within my community, which shared the video of her car. People identified her as being the one that took Chloe.  The lady realized she couldn’t keep Chloe and brought her back. Now Chloe has two microchips in her and this should have never happened. After contacting most veterinary clinics in my area, I’ve learned most of them do not scan animals in the first visit unless the person bringing them in request a scan or mentions they found the animal. I want it to be mandatory to scan all animals for their first time visit to check for microchips before placing another one, and to make sure they are not owned by another family. This is why manufacturers created them! This is why Veterinary Clinics sell them! Let’s start using them for what they are intended for! My dog should not have two chips in her and yet here we are. Please help stop this from happening to any other pet and family. Please sign the petition.

    Make autism awareness training mandatory in initial teacher training

    School is best placed to identify signs and symptoms of autism promoting the chance for early diagnosis and support. also children already diagnosed who are in school need the teachers to understand autism and how they can aid autistic children to be settled in school thus enabling them to learn to their full potential and reduce the anxiety the school environment can cause.  I have contacted the department for education for England and Wales both state that the only mandatory requirement is that a teacher agrees to seek support for any identified special needs and that specific training is at the discretion of the individual school head teacher. So let's be fair to teachers if they are not aware of in this case the signs and symptoms of autism how are they supposed to seek help? So many autistic children are given the 'naughty' label this has got to change.
