The Issue
A gay couple in Roseville, California were kicked out of a local shopping mall because they kissed each other and held hands in public. The Roseville Westfield mall organization has a Code of Conduct that contains no rule regarding Public Display of Affection. The Roseville Westfield mall organization management then issued a weak statement saying the couple had violated a "rule" and were asked to leave because of that. When their Facebook page exploded after the local Fox 40 news channel covered the incident where management declined to speak to the reporter on camera, they issued a further statement alleging that the gay couple was engaging in "explicit sexual behavior."
No apology has been issued by the Roseville Westfield mall orginzation. In addition to a public apology, the homophobic "mall cop" should be terminated.

Additionally, I believe that the Roseville Westfield mall organization has violated the Unruh Civil Rights Act.
The Unruh Civil Rights Act is a piece of California legislation that specifically outlawsdiscrimination based on sex, race, color, religion, ancestry, national origin, disability, medical condition, marital status, or sexual orientation.[1][2][3] This law applies to all businesses such as hotels and motels, restaurants, theaters, hospitals, barber and beauty shops, housing accommodations, and retail establishments.[4] The law was enacted in 1959 and was named for its author, Jesse M. Unruh. The Unruh Civil Rights Act is codified as California Civil Code section 51
