Many bicyclists follow the proper laws, however more than a few don't. At best, this is annoying to motorists, at worst, it's dangerous. It's time the rules were enforced; no more running red lights or stop signs, no more riding in between motorists stopped at a light who then have to pass the cyclist again, and so on...
