令和7年1月22日に善福寺川上流地下調節池が、都市計画事業として国から認可され、官報にて関東地方整備局告示第8号として告示されました。
（これまでの経過は杉並区役所のサイトにも書かれています。）

まだ東京都建設局の審議会・各種会議の情報ページにはこの情報が告知されていませんが、東京都が見なした「工事に影響される・工事の近辺に住んでいる住民」にポスティングがあり、事業認可が告知された為、2月20、21、22日にオープンハウス形式*の説明会が行われることとの連絡がありました。

「説明会の全日程が終了しましたら、説明会資料はインターネット上で公開する」と資料の注意事項に書かれていましたので、工事内容についてご興味がある方、いままで出されてきた数々の疑問に対しての東京都の解決案を確認したい方など、是非おこし頂けますと幸いです。

説明会の日時は以下の通りとなります：

• 第1回説明会
  日時：　令和7年2月20日（木）17:00～20:00の間自由に入退場可
  場所：　西荻地域区民センター　第3・4集会室（杉並区桃井4-3-2）
• 第2回説明会
  日時：　令和7年2月21日（金）17:00～20:00の間自由に入退場可
  場所：　松渓中学校　体育館（杉並区荻窪2‐3‐1）
• 第3回説明会
  日時：　令和7年2月22日（土）13:00～17:00の間自由に入退場可
  場所：　桃井第一小学校　体育館（杉並区桃井2‐6‐1）

今回の説明会内容については、
「善福寺川上流地下調節池事業に関しては、令和7年1月22日事業認可が告知されました。本説明会は、本事業について、改めて都市計画事業の内容と、法的効果や制限に関する事項をご説明します。また、本事業では土地を取得する箇所やトンネルが地下を通過する箇所がございますので、対象者の方々に対しては、用地補償の一般的な流れについてもご説明いたします。」と書かれています。

また、資料には以下の注意事項が書かれていますので、ご注意ください：

• 「各会場で入場できる人数に限りがあります。会場の人数が多い場合、入場を一時お待ちいただく事もあります。」
• 「悪天候の場合には説明会を中止する場合があります。」
  （日時の変更ではなく、住民にとって20年＋かかる工事であるのにも関わらず、中止になるのですね！）
• 「会場内で他の来場者の迷惑となる行為（集会や演説など）は控えてください。」

前回のオープンハウス形式の説明会で出たご意見・ご要望はどのように反映されるのでしょうか？

*オープンハウス形式とは：説明内容を記載したパネルを会場に展示して、個別で事業内容の説明や質問に対して回答、意見を伺う形式です。

Tokyo Metropolitan Government Bureau of Construction has announced that an open-house style explanation session is planned for the following dates/times and locations: 

• First Session
  Date/Time: February 20th, 2025 (Thursday) 17:00~20:00
  Location: Nishiogichiiki Kumin Center, Meeting Room 3&4 (4-3-2 Momoi, Suginami City)
• Second Session
  Date/Time: February 21st, 2025 (Friday) 17:00~20:00
  Location: Suginami Kuritsu Shokei Junior High School, Sports Hall (2-3-1 Ogikubo, Suginami City)
• Third Session
  Date/Time: February 22nd, 2025 (Saturday) 13:00~17:00
  Location: Momoi 1st Elementary School, Sports Hall (2-6-1 Momoi, Suginami City)

With the approval of this construction by the government as an urban planning project being formally announced on January 22nd, 2025, the purpose of this open-house explanation session will be to provide a detailed explanation of the urban planning project, legalities and restrictions. The abstract of this explanation session adds that this session will also cover the general procedure for land compensation to those affected.

Opinions from the previous explanation have been collected, but it will be interesting to see how much of this has actually been considered in the construction plans in this new explanation (-if the plan has even been revisited and slightly revised based on the opinions of the general public/those affected by the construction?)
