10月8日に札幌駅前通地下歩行空間（チカホ）にて開催予定のアイヌ差別パネル展（主催：日本会議北海道本部）の承認取り消しにかんして、札幌市の勇気ある決断を後押ししてください。

わたしたちC.R.A.C.NORTHは、昨年から、この署名がターゲットにしているアイヌ差別パネル展の公共施設での開催の承認取り消しを求めており、この取り組みはテレビ報道もされました。

チカホは完全にオープンな場所であり、もし開催されてしまえば、アイヌ民族の当事者を含め、多くの市民が、差別的内容の展示に晒されます。

すでに札幌市に公開質問状と要望書を提出し、ついに先日、札幌市から前向きな回答をいただきました（9月19日）。もう一歩。あなたの一筆が大きな力になるかもしれません。

2025年10月8日、札幌駅前通地下歩行空間（チ・カ・ホ）で開催が予定されている日本会議北海道本部が主催するパネル展「アイヌの史実を学ぼう」は、

・    アイヌ民族が先住民族ではないとする主張

・    アイヌ民族を和人が「文明化」したとする主張

・    北海道開拓でアイヌ民族が優遇されていたとする主張

を含んでいます。

これらは「先住民族の権利に関する国際連合宣言」第８条が禁じる「民族的一体性や文化的帰属意識を奪う行為」「差別を助長・扇動する宣伝」に該当します。また、「アイヌ施策推進法」第４条・第６条が定める差別の禁止と「アイヌの人々が民族としての誇りが尊重される社会の実現に寄与する」国民の努力、同法の基本理念にも明確に反しています。

さらに、北海道大学・谷本晃久教授も当該パネル展について報道で指摘しているように、こうした展示は「植民地支配を正当化する論理」であり、「当事者が傷つき気分を害することは当然ある」「それこそハラスメント」なのです。

私たちは札幌市に対して、以下を求めます。

１．当該パネル展の使用承認を取り消すこと。

２．2025年9月16日に開催された同パネル展の内容を、札幌アイヌ協会などのアイヌ民族団体および専門家を交えて検証し、その結果を踏まえるまでこのパネル展の開催を承認しないこと。

３．やむを得ず開催を認める場合は、差別的嫌がらせが起きないよう十分な人員を配置し、パネル内容を記録すること。

公共空間は、市民が安心して利用できる場であるべきです。差別的プロパガンダを容認することは、市民の尊厳を踏みにじり、札幌市が掲げる「共生社会の実現」という目標にも逆行します。

Stop the discriminatory Ainu panel exhibition in Sapporo’s public space (Deadline: End of September)

Purpose of the Petition

Please help to back up Sapporo City in making the courageous decision to cancel the approval for the discriminatory Ainu panel exhibition scheduled for October 8 at the Sapporo Ekimae-dōri Underground Walkway (Chikaho), organized by Nippon Kaigi Hokkaidō Chapter.

We, C.R.A.C. NORTH, have since last year been calling for the cancellation of permission to hold this discriminatory panel exhibition in a public facility, and this effort has been covered on television.

Chikaho is a fully open public space, and if the exhibition goes ahead, many citizens—including members of the Ainu community—will be directly exposed to its discriminatory content.

We have already submitted an open letter and a petition to the City of Sapporo, and at last, on September 19, we received a positive response. Just one more step remains. Your signature could provide the decisive push.

The deadline is the end of September, and we plan to submit the petition in early October.

On October 8, 2025, a panel exhibition titled “Let’s Learn the Historical Facts about the Ainu” is scheduled to be held at the Sapporo Ekimae-dōri Underground Walkway (Chikaho), organized by the Nippon Kaigi Hokkaidō Chapter.
This exhibition claims in various ways that:
 • The Ainu are not an Indigenous people.
 • The Ainu were “civilized” by the Wajin (ethnic Japanese).
 • The Ainu were given privileged status during the colonization of Hokkaidō.

These claims fall under the acts prohibited by Article 8 of the United Nations Declaration on the Rights of Indigenous Peoples: “any action which has the aim or effect of depriving them of their integrity as distinct peoples, or of their cultural values or ethnic identities,” as well as “propaganda designed to promote or incite racial discrimination.”

They also clearly violate the Ainu Policy Promotion Act, Articles 4 and 6, which prohibit discrimination and call for efforts by citizens to contribute to “the realization of a society in which the pride of the Ainu people as an ethnic group is respected.”

Furthermore, as Professor Akihisa Tanimoto of Hokkaidō University pointed out in media coverage, such an exhibition represents “a logic that justifies colonial rule,” and “of course, those directly concerned will be hurt and offended”—this is “precisely harassment.”

We call on the City of Sapporo to:
 1. Cancel the approval for the use of the venue for this panel exhibition.
 2. Review the content of the panel exhibition held on September 16, 2025, together with Ainu organizations such as the Sapporo Ainu Association and relevant experts, and withhold approval for future exhibitions until the results of this review are taken into account.
 3. If the exhibition must be permitted, ensure that sufficient staff are present to prevent discriminatory harassment, and record the content of the panels.

Public spaces should be places where citizens can feel safe. Allowing discriminatory propaganda tramples on the dignity of citizens and runs counter to Sapporo City’s goal of realizing “a society of coexistence.”
