ශ්‍රි ලංකාව තුළ වර්තමානය වන විටත් ක්‍රියාත්මක වෙමින් පවතින්නේ 1907 වසරේ සිට පැවත එන පැරණි පනතක් වන අතර එහි සඳහන් නීතිමය ප්‍රතිපාදන වර්තමානයේදී සතුන්ට එරෙහිව සිදුවන කෘරකම් වැළැක්වීමට කිසිසේත්ම ප්‍රමාණවත් නොවේ.
සත්ත්ව සුබසාධන ක්‍රියාකාරීන්ගේ හා අදාල සියලු පාර්ශවයන්ගේ වසර 24ක සාකච්ජා මගින් එකගතාවයෙන් සැකසුනු නව සත්ත්ව සුබසාධන පනතට කැබිනට් අනුමැතිය කඩිනමින් හිමිවීම පැසසිය යුතුය.
සතුන් කෙරෙහි සංවේදී බහුතරයගේ අපේක්ෂාව වන්නේ ද නව පනත ඉක්මනින් සම්මත වනු දැකීමයි.
එවන් පසුබිමක් යටතේ පනත් කෙටුම්පතට කැබිනට් අනුමැතිය ද හිමිවී තිබිය දී එය තවමත් පාර්ලිමේන්තුව හමුවේ සම්මත නොවීම කනස්සල්ලට කරුණකි.
දිනෙන් දින ඉහළ යන සත්ත්ව හිංසන හමුවේ සතුන්ගේ ආරක්ෂාව තහවුරු කිරීමට නෛතික වටපිටාවක් නොතිබීමෙන් රටක් වශයෙන් ශ්‍රී ලංකාවේ ප්‍රතිරූපයට සිදුවන හානිය ද සුළුපටු නොවේ.
ඉහත කරුණු සලකා බලා සත්ත්ව සුබසාධන පනත කඩිනමින් සම්මත කිරීමට ඇති බාධා ඉවත්කර දෙන මෙන් අතිගරු ජනාධිපතිතුමාගෙන් ගෞරවයෙන් ඉල්ලාසිටිමු.
The currently enforced animal welfare law in Sri Lanka is an outdated act dating back to 1907. The legal provisions contained in this legislation are no longer sufficient to prevent the cruelty and abuse inflicted on animals at present.
The new Animal Welfare Bill, which was developed through 24 years of consultation and consensus among animal welfare advocates and all relevant stakeholders, has now received Cabinet approval. This is a significant and commendable milestone.
The overwhelming majority of people who care about animal welfare are eagerly awaiting the prompt enactment of this new legislation.
Against this background, it is truly disappointing that, despite receiving Cabinet approval, the Bill has still not been passed by Parliament.
As incidents of animal cruelty continue to increase, the absence of an adequate legal framework to protect animals not only leaves them vulnerable but also damages Sri Lanka's reputation as a nation committed to compassion and responsible governance.
In light of the above, we respectfully appeal to His Excellency, the President, to remove any remaining obstacles and facilitate the speedy passage of the Animal Welfare Bill through Parliament.

விலங்கு நல ஆர்வலர்களின் நீண்டகால கோரிக்கைகளை கருத்தில் கொண்டு புதிதாகத் தயாரிக்கப்பட்ட விலங்கு நலச் சட்டமூலத்திற்கு அமைச்சரவை ஒப்புதல் கிடைத்திருப்பது பாராட்டத்தக்க முன்னேற்றமாகும். விலங்குகளின் நலனில் அக்கறை கொண்ட பெரும்பான்மையான மக்களின் எதிர்பார்ப்பும் இந்த புதிய சட்டம் விரைவில் நாடாளுமன்றத்தில் நிறைவேற்றப்பட வேண்டும் என்பதே ஆகும்.
இத்தகைய சூழ்நிலையில், அமைச்சரவை ஒப்புதல் ஏற்கனவே கிடைத்திருந்த போதிலும், அந்தச் சட்டமூலம் இன்னும் நாடாளுமன்றத்தில் நிறைவேற்றப்படாமல் இருப்பது மிகுந்த கவலையளிக்கிறது. நாளுக்கு நாள் அதிகரித்து வரும் விலங்கு துன்புறுத்தல்களுக்கு மத்தியில், விலங்குகளின் பாதுகாப்பை உறுதி செய்யக்கூடிய வலுவான சட்டப் பாதுகாப்பு இல்லாதிருப்பது, ஒரு நாடாக இலங்கையின் சர்வதேச நற்பெயருக்கும் பாதிப்பை ஏற்படுத்துகிறது.
எனவே, மேற்கண்ட விடயங்களை கருத்தில் கொண்டு, விலங்கு நலச் சட்டத்தை விரைவாக நிறைவேற்றுவதற்கு உள்ள தடைகளை நீக்கி, அதை விரைவில் சட்டமாக இயற்றுவதற்கு தங்களின் தலையீட்டை அன்புடன் வேண்டிக் கொள்கிறோம்.
