The Issue

Why is this important?
Every single day, ordinary Zambians are being economically exploited by Mobile Network Operators (MNOs) and Internet Service Providers (ISPs). We pay some of the highest telecommunications costs in Africa, only to suffer from dropping internet speeds, sudden "disappearing data" bundles, and direct cellular calls that drop mid-conversation.

How many times have you been in the middle of a business deal, a university lecture, or a family emergency only to see "Network Busy" or hear dead silence because your call cut off? How many times has your data run out before you could even finish your daily work?

Communication is no longer a luxury for the elite—it is a critical public utility, just like water and electricity. Yet, because our national laws do not set strict technical boundaries, telecom giants treat us like a captive market to be squeezed for corporate profit. This must stop now.

What we are demanding:
We are petitioning the National Assembly of Zambia to introduce The Digital Equality, Voice Reliability and Broadband Accessibility Amendment to the ICT Act No. 15 of 2009. This bill will legally force network operators to comply with clear quality-of-service baselines:

  1. A Legal Broadband Floor: ISPs must maintain a baseline of at least 10Mbps download and 5Mbps upload speeds on all standard packages. No more fake "up to" speeds that never deliver.

  2. Abolish Volume Data Caps: Legally ban the practice of tracking Megabytes and Gigabytes. We demand a complete transition to Unlimited Time-Based Data Packages (Daily, Weekly, and Monthly Unlimited passes) so citizens can browse without metered anxiety.

  3. Guaranteed Call Connectivity: Mobile networks must maintain a 98% Call Setup Success Rate and cap dropped calls below 1%.

  4. Total Transparency (The Public Speed Map): Operators must publish live network logs through an open API under ZICTA oversight, powering a community-led tracking site (ispzambia.co.zm) so citizens can see which networks are actually delivering in their specific neighborhoods before buying.

  5. Severe Financial Penalties & Consumer Paybacks: If a network fails to deliver, they have 7 days to fix the local network tower. Continued neglect will attract heavy fines of up to 4% of their gross annual revenue, and operators will be legally forced to credit a 50% account refund back to every affected user in that area.

How you can create real change:
We cannot fight multi-billion Kwacha telecom companies alone. We need the voice of everyday Zambian citizens, students, remote workers, market traders, and tech entrepreneurs to stand together.

When this petition reaches our target, we will present this complete package—alongside our finalized legal Concept Note—directly to the Ministry of Technology and Science and sponsoring Members of Parliament to table it as a Private Member's Bill.

Let's end data depletion anxiety, stop dropped calls, and force providers to respect Zambian consumers!
