We request the modification of the following points of the Xunta de Galicia’s preliminary draft of the law for the protection and well-being of pets:

We request to be allowed to feed and help the street animals, whether they are part of controlled colonies or not. We ask that private individuals be able to continue  feeding, taking care of and retrieving cats and dogs from the streets. THE PEOPLE WHO ARE FULFILLING A ROLE THAT HAS ALWAYS BEEN FORSAKEN BY THE LOCAL ADMINISTRATION SHOULD NEITHER BE SANCTIONED NOR PUNISHED.

We request the creation of a law at a regional level in terms of protection and well-being of the animals by which the the various local administrations will have to abide. TOWN HALLS SHOULD NOT BE ALLOWED TO HAVE THE LAST WORD WHEN IT COMES TO THE PROTECTION AND CONTROL OF ANIMALS.

We request to be allowed to have more than five pets in one home as long as the sanitary conditions are up to code. THE TENURE OF PETS IN HOMES SHOULD NOT BE LIMITED BY NUMBER, BUT BY QUALITY OF LIFE.

HENCE, WE REQUEST THE MODIFICATION OF THE FOLLOWING ARTICLES OF THE XUNTA DE GALICIA’S PRELIMINARY DRAFT OF THE LAW FOR THE PROTECTION AND WELL-BEING OF PETS:

Article 6.  Jurisdictions of Administrations in terms of animal protection

The Mayors of the concellos de Galicia are assigned with the superior responsibility within their municipality in the defence and protection of the animals that is the object of this law.

TITLE I Provisions relative to household animals

CHAPTER I General Provisions. Article 9. Generic prohibitions.

The following behaviours or activities are forbidden in regards to the animals that are the object of this law: P) To feed the animals in public spaces without the corresponding municipal authorization.
TITLE II Domestic animals

Article 21. Specific duties of domestic animal owners

The tenure of domestic animals in private households will be conditioned by the ethological needs of each species and breed… The tenure or possession of more than 5 animals belonging to the canine, feline, or any other determined species… will require a previous notification to the competent Department.
