The Rosanna Village Urban Design and Landscape Guidelines was developed based on community consultation, approved and adopted by Banyule Council. It clearly states: *

• Predominant built form height of retail form of 1 to 2 storeys
• Preferred contemporary built form height of 3 to 4 storeys

These guidelines should be respected and not ignored by the Council, Government, or the Minister for Planning.

Further notes: Banyule Council made a submission to the proposal.  They did not back the Rosanna Urban Design Guidelines "They have no status in respect of informing or determining planning permit applications".

Council's final recommendation did include removal of 2 storeys. However, as the proponent pointed out, they did not support their submission with any expert evidence and the council officers had not made this recommendation.
