Hunters often use a loophole in the law and go on real hunts but claim they were mock hunting and their hounds went after a real wild animal. Wether intended or not if all hounds must be muzzled these accidents cannot happen and our wildlife is not at risk of being brutally torn apart for sport or by accident. It will then be fair to assume anyone not using a muzzle is hunting and so should be dealt with through law.
