I am trying to find something that would suit Wichita's budget

 I was thinking like something like top o town in Dallas-Fort Worth Texas. However it would have a circular platform you can get off at and will be able to stay up there as long as someone wants. The circular platform will be 500 feet AGL and a US flag that would top the project off around 520 feet.
