We Need Civilian Oversight of Law Enforcement

20 V.S.A. § 2404 says that in instances where the Executive of the agency is implicated or a "valid investigation" is allegedly not conducted the Vermont Criminal Justice Training Council is required to conduct an investigation.  Why is Rick Gauthier silent?  He must be aware of his responsibility, having chaired the summer study, written the law and lobbied its passage.  The Director of the Vermont Criminal Training Council is the former police chief of Bennington Police Department, the epicenter of the "Morris Affair".
