Dogs should be family, NOT property

The Issue

The Theft Act of 1968 sets out what is property and what is not. Dogs in captivity or possession are property under UK law.

This is exactly why lines become blurred when animal abusers commit serious offences against dogs, as technically under UK law they are property, and at times are not held accountable.

The Road Traffic Act states that a collision of a dog needs to be reported to the police, so why should the lines be blurred for dog fighting gangs and abusers?
