"In your petition you say, "However, when done by a doctor or a religious leader (i.e. a Mohel), it is not enforced as assault and/or battery." If the mohel is a rabbi, he is a religious leader. If a mohel is only a circumciser, he is not a religious leader. You might want to change that sentence to read, "a religious leader or mohel...""
