It would appear that there are no ethics or morality in Scotland as there are not in Northern Ireland.   I reported Councillor Rosie in September 2024, and two other public service employees for bullying and harassment. Nothing is done and never will be.  Now that Hamsa Yousaf is no longer First Minister, it can only get worse.  At least he was against racism of any kind.

There is no point in investing in Scotland.  You will only get bullied until you leave despite bringing thousands of pounds into the County.

Those bringing complaints to the Ethical Standards Commissioner should be aware that, at the end of the "investigation", they will reveal everything to those you have complained about.  They will not investigate, but they will still tell them, even though when it starts out they say that information is given in confidence.  Do not trust this system.  It does not work.  They like to make things worse for you.
