I finally received a response from the board offering a full hour to discuss the petition in the April meeting. However, I believe this violates our bylaws, hence I responded as such below:

Dear Jean and Members of the HOA Board,

Thank you for offering to extend the April Board meeting to one hour. I appreciate your willingness to create space for community discussion. However, as previously mentioned, the requests outlined in the petition are substantial and warrant a dedicated Special Meeting, rather than being included in a regular monthly meeting agenda.

I am writing to respectfully raise concern regarding the Board’s decision not to schedule a Special Meeting, despite the submission of a valid petition signed by 71 individuals. This petition was submitted in good faith and, to my understanding, meets the requirements outlined in Article 2, Section 3 of our Bylaws, which state:

“A Special Meeting of the Members may be called by the President, a majority of the Board of Directors, or upon written request of 25% of the voting rights of the Association.”

Based on this language, I believe the Board is obligated to move forward with scheduling a Special Meeting within the specified timeframe and notifying the community accordingly.

I hope the Board will reconsider its position. The topics in the petition are important to many homeowners and deserve focused, transparent discussion in a format that allows for meaningful participation. If the Board believes there is a procedural or legal reason the request cannot be honored, I kindly ask for a written explanation referencing the applicable Bylaw or legal basis.

My intention—and that of the petitioners—is to work collaboratively with the Board toward solutions that reflect the interests and concerns of the community. I hope we can move forward in a spirit of openness and mutual respect.
