In United States, there really isn’t a system of background checks for potential pet adopters and this leads to constant cases of animal abuse and abandonment. We want to implement a safe and efficient system for background checks for all pet adoption centers in California to prevent the neglect and abuse that many animals face when they are given to bad owners.
