The Leahy Law has been around since at least 1997. The US has reportedly supplied Israel with military aid since 1949.

The US has arguably never enforced the Leahy Law with respect to Israel since 1997 (for as long as the illegal settlements have existed, for as long as prohibited acts defined by FAA Section 502B(d)(1) (22 U.S.C. 2340(d)(I)  have been committed, and for as long as the Israeli forces who massacred and abused Palestinians in other ways were never held accountable).
