We submit to you the attached petition, signed by Iranians and supporters of Iranian liberty. As the United Nations prepares to select its next leadership, and as the G7 nations face a pivotal moment in Middle Eastern stability, the voice of the Iranian people must be heard.

For decades, the international community has engaged with the Islamic Republic under the false premise of its legitimacy. The events of the past weeks have proven that this regime is not a government, but a hostage-taking entity.

By recognizing the points outlined in this mandate—specifically the Terrorist Designation of the IRGC and the recognition of Reza Pahlavi as a transitional representative—you signal that the era of impunity for dictators is over. We urge you to move beyond "condemnations" and take the specific diplomatic and defensive actions requested by the sovereign people of Iran.

Petition: The Iranian Mandate for Liberty and National Sovereignty
Preamble
In response to the unprecedented violence of January 2026, where thousands of peaceful Iranians have been brutalized, and in light of the regime's total loss of domestic and international legitimacy, we, the undersigned, issue this formal mandate. We declare that the Islamic Republic of Iran no longer represents the sovereign interests of the Iranian nation.

Article 1: Repudiation of the Current Regime
We formally reject the sovereignty of the Islamic Republic of Iran and its leadership, including Ali Khamenei. We declare all officials, ambassadors, and representatives of this regime to be illegitimate agents of an occupying force, not the voice of the Iranian people.

The Iranian nation will not recognize any financial commitment or international treaty signed by the Islamic Republic from this date onwards after the fall of this regime.

Article 2: Diplomatic and Economic Isolation
We call on the G7, the EU, and the United Nations to:

• Recall Ambassadors: Immediately withdraw all diplomatic staff from Tehran.
• Expel IRI Diplomats: Close all embassies of the Islamic Republic abroad and revoke the diplomatic credentials of its representatives.
• Total Economic Embargo: Cease all negotiations and limit international trade, excluding a strictly monitored humanitarian corridor for essential medicine and food that bypasses regime-controlled entities.

Article 3: Recognition of Transitional Leadership
To prevent a power vacuum and ensure stability, we recognize Prince Reza Pahlavi as the legitimate representative of the Iranian nation on the international stage and the primary facilitator of the transitional period. He is tasked with forming a transitional council to fulfill the following responsibilities:

• Preserve the territorial integrity and national security of Iran.
• Organize a national referendum to determine the future form of government (Republic or Monarchy).
• Oversee the drafting of a new constitution based on the Universal Declaration of Human Rights.

We implore world governments to acknowledge this legitimate opposition, meet with him, and start building the foundations of a new international politics with him

Article 4: National Liberation and International Cooperation

• Consent for Intervention: Toppling the illegitimate government of Iran through the use of force by the international community—including the United States, Israel, or any other nation that stands with the people of Iran against their oppressors—is welcomed. We hereby give our consent for the use and presence of foreign forces within our borders solely for the purpose of liberation from the Islamic Republic’s forces.
  • Duration of Presence: This consent remains valid only until the fall of the current regime and the formal appointment of Reza Pahlavi as the legitimate governor/leader of a free Iran during the transitional period. 
• Internet Access: We demand the provision of unrestricted satellite internet and technical means to bypass the current communication blockade.
• Safety of Civilians: We invoke the Responsibility to Protect (R2P). We call for targeted, forceful measures directed at the regime's command structure to halt the massacre of unarmed civilians and minors.
• Sanctioning Mercenaries: We demand sanctions against any nation or regional entity providing mercenaries to the IRI for the purpose of domestic repression.

Article 5: Terrorist Designation of the IRGC
We demand that the entirety of the Islamic Revolutionary Guard Corps (IRGC)—not just specific branches—be officially designated as a Terrorist Organization by the EU and all G7 member states.

The IRGC is the primary engine of both domestic terror and regional destabilization. This designation must include the Basij and all financial entities controlled by the IRGC to prevent the regime from using national wealth to fund the killing of its own citizens.

بیانیه و طومار فراگیر مردم ایران برای بازپس‌گیری حاکمیت ملی و گذار به دموکراسی
مقدمه
ما امضاکنندگان این طومار، به عنوان شهروندان ایران و اعضای جامعه جهانی ایرانیان، بدین‌وسیله اعلام می‌داریم که رژیم جمهوری اسلامی ایران حق حاکمیت بر این مرز و بوم را از دست داده است. با توجه به نقض سیستماتیک حقوق بشر، سرکوب وحشیانه تجمعات مسالمت‌آمیز و نابودی منابع ملی، ما با استناد به حق تعیین سرنوست، اراده واقعی ملت ایران را به شرح زیر به جامعه بین‌المللی ابلاغ می‌کنیم.

 ماده ۱: سلب مشروعیت قانونی از رژیم حاکم
ما رسماً اعلام می‌کنیم که جمهوری اسلامی ایران، قانون اساسی آن، مقام «رهبری» (علی خامنه‌ای) و تمامی منتصبان و مقامات آن، از نظر ما فاقد مشروعیت هستند. این نظام نماینده ارزش‌ها، فرهنگ و اراده سیاسی ملت ایران نیست.

ملت ایران هیچ‌گونه تعهد مالی یا معاهده بین‌المللی که از این تاریخ به بعد توسط جمهوری اسلامی امضا شود را پس از سقوط این رژیم به رسمیت نخواهد شناخت.

ماده ۲: انزوای کامل دیپلماتیک و اقتصادی
ما از تمامی دولت‌های دموکراتیک جهان می‌خواهیم:

• قطع روابط دیپلماتیک: فوراً تمامی دیپلمات‌های جمهوری اسلامی را اخراج، سفارت‌خانه‌های این رژیم را تعطیل و سفرای خود را از تهران فراخوانید.
• تحریم‌های همه‌جانبه: اعمال مجدد تمامی تحریم‌های سازمان ملل و توقف هرگونه مذاکره.
• نظارت بر کمک‌های بشردوستانه: ایجاد یک کانال نظارت‌شده بین‌المللی صرفاً برای دارو و غذا که مستقیماً به دست مردم برسد و توسط نهادهای وابسته به سپاه پاسداران مصادره نشود.
• انسداد دارایی‌ها: مسدود کردن فوری اموال و دارایی‌های شخصی مقامات ارشد نظام و وابستگان آن‌ها در خارج از کشور به نفع صندوق بازسازی ایران آینده.

ماده ۳: رسمیت بخشیدن به رهبری دوران گذار
برای جلوگیری از خلأ قدرت و تضمین ثبات، ما شاهزاده رضا پهلوی را به عنوان نماینده مشروع ملت ایران در صحنه بین‌المللی و تسهیل‌گر اصلی دوران گذار به رسمیت می‌شناسیم.

ایشان مأموریت دارند تا با تشکیل یک شورای انتقالی، وظایف زیر را به انجام رسانند:

۱. حفظ تمامیت ارضی و امنیت ملی ایران.

۲. برگزاری رفراندوم ملی برای تعیین نوع حکومت آینده (جمهوری یا پادشاهی).

۳. نظارت بر تدوین قانون اساسی جدید بر پایه اعلامیه جهانی حقوق بشر.

ما از دولت‌های جهان می‌خواهیم ایشان را به عنوان تنها طرف گفتگوی مشروع ملت ایران به رسمیت شناخته و با ایشان وارد تعامل سیاسی شوند.

ماده ۴: آزادسازی ملی و همکاری‌های بین‌المللی

• رضایت برای مداخله نظامی: سرنگونی حکومت غیرقانونی ایران با استفاده از نیروی نظامی توسط جامعه بین‌المللی—از جمله ایالات متحده، اسرائیل یا هر کشور دیگری که در کنار مردم ایران علیه سرکوبگران می‌ایستد—مورد استقبال ماست. ما بدین‌وسیله رضایت خود را برای حضور و استفاده از نیروهای خارجی در داخل مرزهایمان، صرفاً به منظور آزادسازی از نیروهای جمهوری اسلامی، اعلام می‌داریم.
  
  • تداوم حضور: این رضایت و مشروعیت حضور نیروهای خارجی تنها تا زمان سقوط رژیم فعلی و انتصاب رسمی رضا پهلوی به عنوان مدیر/رهبر مشروع ایران آزاد در دوره انتقالی معتبر خواهد بود.
• دسترسی به اینترنت: فراهم کردن فوری اینترنت ماهواره‌ای بدون فیلتر و تجهیزات لازم برای درهم‌شکستن محاصره ارتباطی رژیم.
• مسئولیت حمایت (R2P): ما با استناد به اصل بین‌المللی «مسئولیت حمایت»، خواستار اقدامات هدفمند برای از کار انداختن ماشین سرکوب رژیم و حفاظت از جان غیرنظامیان و کودکان در برابر کشتار سیستماتیک هستیم.
• بند مقابله با مزدوران خارجی: شناسایی و تحریم فوری هر کشور یا گروه شبه‌نظامی منطقه‌ای که برای سرکوب داخلی به جمهوری اسلامی نیرو صادر می‌کند.

ماده ۵: تروریستی اعلام کردن کل بدنه سپاه پاسداران
ما به طور قاطع خواستار آن هستیم که کل بدنه سپاه پاسداران انقلاب اسلامی (IRGC) — و نه فقط شاخه‌های خاص — توسط اتحادیه اروپا و تمامی کشورهای عضو G7 به عنوان یک سازمان تروریستی شناخته و معرفی شود.

این اقدام باید شامل تمامی نهادهای اقتصادی و مالی وابسته به سپاه نیز بشود تا از ثروت ملی ایران برای تأمین مالی تروریسم و سرکوب مردم استفاده نشود.
