Subject: Urgent Action Required to Protect Students and Strengthen Accountability in Educational Institutions

We, the undersigned concerned citizens, parents, child rights advocates, education stakeholders, and members of the Ghanaian public, respectfully petition your offices to take urgent and decisive action regarding the allegations of sexual misconduct and abuse involving the Headmaster of Obuasi Senior High Technical School.

Recent media reports and investigative findings have raised deeply disturbing allegations of sexual abuse of female students by a senior school administrator. These allegations, if proven, represent a gross abuse of authority, a violation of children's rights, and a betrayal of the trust that parents, guardians, and communities place in educational institutions and those entrusted with the care of students. The Ghana Police Service has opened investigation, and the Ministry of Education has taken administrative action, pending its outcome.

As concerned parents, guardians, and citizens, we followed these revelations with shock, fear, and disappointment. We are shocked that the alleged conduct involves a person entrusted with the care of children. We are afraid, because no parent can feel certain of a child’s safety when such allegations emerge from a school. We are disappointed, because the safeguards meant to protect our children may have failed them. Reflecting on how similar cases have been handled in the past, we are left with a sense of unease and doubt. Too often, allegations of this kind have been followed by delay, silence, and no visible consequence. We cannot accept a repeat of that pattern. We respect due process and the presumption of innocence. However, it does not excuse delay. Public confidence is already badly damaged, and silence or slow action will deepen that damage. We believe that the seriousness of the allegations demands a transparent, independent, and expeditious response from all relevant authorities.

Our Concerns

Student Safety and Welfare: The protection, safety, and psychological well-being of every student affected by the alleged abuse, directly or indirectly.
Accountability of Institutions: Reports suggest that concerns may have been raised prior to the matter receiving national attention. If true, questions must be answered regarding whether the related authorities took appropriate preventive and investigative actions when complaints first emerged. Any failure to act must be sanctioned.
Abuse of Power: Educational institutions must remain safe spaces for learning. Any abuse of authority by school officials endangers students and undermines public confidence in our education system.
Need for Systemic Safeguards: This case exposes serious weaknesses in reporting mechanisms, whistleblower protections, and safeguarding systems within schools. These weaknesses must be fixed now.
We Therefore Call For

1. A Transparent and Independent Investigation

We urge the Ministry of Education, GES, and law enforcement agencies to ensure a thorough, impartial, and timely investigation of all allegations and to make the findings public within the bounds of the law.

2. Protection and Support for Survivors

Adequate psychosocial, medical, legal, and educational support must be provided to all students who may have been affected or who come forward with information relevant to the investigation. No student should suffer retaliation for speaking out.

3. Accountability for All Parties Found Culpable

All individuals found responsible for misconduct, appropriate disciplinary, administrative, and legal sanctions must be applied without fear or favour.

4. Investigation of Institutional Failures

An independent inquiry must examine whether any school officials, education officers, or other people neglected, suppressed, ignored, or failed to act on complaints that may have been brought to their attention and the necessary sanctions meted out to them if found culpable

5. Strengthening Child Protection Systems

The Ministry of Education, GES, and CHASS must review and strengthen safeguarding policies across all basic and second-cycle institutions, including:

Confidential reporting channels for students;
Mandatory safeguarding training for all education personnel, both teaching and non-teaching staff;
Enhanced monitoring of boarding facilities and school leadership;
Regular student welfare audits; and
Stronger protections for whistleblowers and victims.
6. Public Commitment to Zero Tolerance

We urge all stakeholders, including political leaders, education authorities, and school administrators, to reaffirm a clear policy of zero tolerance for sexual harassment, exploitation, and abuse within educational institutions.

7. The Role of Political Parties in Child Protection

We note the decision of the National Democratic Congress (NDC) to stop the individual at the centre of these allegations from contesting in the party's internal elections albeit after a public outcry. We urge the NDC to cooperate fully with investigators and publicly affirm zero tolerance for sexual harassment and abuse. All political parties should also adopt a child protection code of conduct for all its officers, candidates, and office holders. Political parties, like schools, must safeguard public trust, and the NDC, like any other political party should lead by example. All political parties must hold themselves accountable.

Conclusion

The future of Ghana depends on the safety, dignity, and well-being of its children. This matter transcends politics, personalities, and institutions. It is fundamentally about protecting young people and preserving public confidence in the educational system.

We therefore respectfully call on the Ministry of Education, the Ghana Education Service, CHASS, and the National Democratic Congress to act now. Justice, transparency, accountability, and child protection must remain at the centre of every action taken.
