I received a message from NYC DOT today around noon that they will conduct a signal study at the intersection of Columbia and President Streets:

DOT’s Signals Unit will conduct a study at this location that will take into consideration traffic and pedestrian volumes, vehicular speeds, crash history, visibility, signal spacing, and other conditions. The data collected then will be analyzed to determine if traffic conditions meet nationally recognized traffic engineering safety standards required for the installation of additional traffic controls.  A detailed explanation of how the Department conducts traffic studies is available on the DOT web site at http://www.nyc.gov/html/dot/html/faqs/faqs_signals.shtml

No timeline was provided.

Based on publicly available information about signals that were installed at Columbia/Carroll and Columbia/Congress in 2016 and improvements at intersections in Red Hook, it seems that once a signal study is approved, it is conducted after several months and the recommended improvements are installed after ~6 more months. As such, it may be nearly one year before any updates are made at this intersection.

I will continue to be in touch with DOT and our elected officials regarding interim measures to make this intersection safer as soon as possible.
