Our city bylaws concerning animals are outdated: they regard animals as either possessions or a nuisance - to be managed or controlled. While the bylaws concentrate on protecting people from animals, there is no provision to protect animals from people.
This must change. The world has moved on. Our Constitution and our Supreme Court have recognised that animals have rights. Our by-laws now need to reflect that change.
According to the World Animal Protection index, South Africa’s animal welfare legislation scores relatively low. This reflects the pressing need for changes on a local scale, starting with our city of Ethekwini.
It is crucial to adopt updated bylaws that align with international standards, such as those suggested by the World Organisation for Animal Health (OIE), which emphasize animal welfare as a fundamental aspect of societal progress. By implementing changes that mirror these standards, we can ensure that animals are protected with dignity and respect.
Besides enhancing animal protection, these changes can positively impact our community. They can foster a kinder society, educate the public about humane treatment, encourage responsible pet ownership, and decrease instances of animal-related crimes.
