Parliamentary panel, look inward - clean up transactions by political parties first

A parliamentary panel constituted when the de-monetisation phase was on ongoing in India recommends steps to "discourage" cash transactions by people in India. But does the panel scrutinise actions of political parties and how to prevent cash transactions - whether receiving cash donations or spending in cash by their election candidates? Enough detail is not available but "no" seems likely.
