The Issue
Establish that it be illegal to destroy any medical records of any American, at any time, for any reason, without exception.
Allowing a State, person, or entity to destroy medical records (after three to seven years nationally, per HIPAA), effectively represents a Statute Of Limitations for the crime of Medical Murder in the USA (per destruction of evidence which is needed to prosecute).
My murdered healthy wife's AHN-sealed medical records will be destroyed on 11 September 2018, by Allegheny Health Network, thus destroying any hopes of justice for her (and her family).
