Commanding Officers are held to a higher standard, the intentional failure to adhere to those high standards should and must result in a tougher punishment. The maximum penalty is necessary to hold Mr. Nettleton accountable for his actions and abuse of power as the GTMO Commanding Officer. The maximum penalty is also necessary to send a clear and definitive message to all Commanding Officers of the United States military, that there are severe and life altering consequences for lying and obstructing justice.
